                 Minutes of July 13th, 2026 City Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, July 13th, 2026, at 6:30 pm. Attending: Mayor Woody Owen, Clerk Julie Freeman, Council members Mickey Stewart (Ward One), Amy Jeffries (Ward Two), Jan Kohl (Ward Three), and Brian Adcock (Ward Four), plus several city residents. Mayor Owen called the meeting to order. Minutes from the June 8th, 2026, and June 22nd meetings were read and approved. 

Correction to Warrant 3772 to Anthony Fera from June should be 166.69.

Council person Kohl made a motion to approve the warrant correction.  The motion was seconded by council person Adcock and passed by a 4-0 vote

Financials for July were reviewed with the council.

Bills to be allowed.

Council person Kohl made a motion to approve bill payments as presented.  The motion was seconded by Council person Stewart and passed by a 4-0 vote.

Old Business

Tandem Paving has agreed to fix the asphalt area on Broadway that is cracking when they can fit it into their schedule.

Shed Floor: Concrete will consist of a 4” slab and square footage will be measured to determine cost of concrete. 

Water system billing and management update: No update

The city bobcat repair:  No update.

Application to state of MO to receive online sales tax collected: Measure will be placed on the November 3rd ballot.

Fire department garage sidewalk correction.  Sidewalk and ditch repairs will be coordinated with the fire department repairs to the inside concrete.

Ditch cleaning – Mayor Owen will contact the fire department to assist with ditch  culvert cleaning.

Water Tower cleaning will be scheduled by Ozark Applicators.  Sealing of concrete around the base is planned prior to cleaning.

Flood gate repair – No update.

The search for a salt spreader replacement is ongoing.

Bonding for mayor and water collector. No update.

City’s tax-exempt status with the state – Treasurer Hufford will fill out an application to add clerk Julie Freeman and Woody Owen to have access to the state tax division for inquiry. Then a filing to request tax-exempt status can be filed.

SAM.com access. No update.

No update on the remaining P&Z member selection.

Overdue Water Bill Collections – Council discussed plan for resolution to outstanding water bills with the following statements to be sent to all past due accounts.

By decision of the Missouri City Council, for all accounts with past due balances will be remedied as follows for a grace period of four months starting August 1st 2026:

1. Current monthly water bills must be paid by the 15th of the month to avoid a 10% late fee. Failure to pay the current monthly bill in full by the end of the month shall result in water service shut off.

2. For past due balances, late fees from September 2025 through July 2026 will be credited to your account balance.

3. Remaining balance must be paid off at a minimum of a quarter of the balance total each month over four months. Example $500 balance pay $125 minimum each month for four months. Balances not paid off by November 30th will result in water shut off. Late fees will not accrue on the remaining balance if paid off as stated above.

New Business. 

Treasurer Deanna Hufford has requested an updated Quickbooks version that would help with the budget calculations and tax withholdings for employees.  Additional conversations with Deanna are needed.

A request for a parade permit has been submitted by John Tennant for August 22nd.  After council discussion, a permit will be granted.

Anthony Fera has requested a leaf blower to assist with mowing clean-up.  Teresa Mckown was able to provide a leaf blower for $12.  Thank you, Teresa!

Citizen Teresa McKown has requested copies of the city ordinance regarding weeds and trash in neighbor’s yards.  Mayor Owen will work with her and the Sheriff’s department to assess and issue notices if needed. 

Citizen Danny Bush has requested the city contact Evergy and phone companies to clean up trees and vines around poles in the city.

Community Calendar:

A special council meeting for the annual tax levy hearing is tentatively set for August 10th at 6:00 pm with the regular monthly council meeting immediately following.
