Minutes of June 8th, 2026 City Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, June 8th, 2026, at 6:30 pm. Attending: Mayor Woody Owen, Clerk Julie Freeman, Council members Mickey Stewart (Ward One), Amy Jeffries (Ward Two), Jan Kohl (Ward Three), and Brian Adcock (Ward Four), plus several city residents. Mayor Owen called the meeting to order. Minutes from the May 11th, 2026, meeting was read and approved. Financials for May were reviewed with the council.

Bills to be allowed

Council person Kohl made a motion to approve bill payments as presented.  The motion was seconded by Council person Stewart and passed by a 4-0 vote.

Old Business:

Tandem Paving has agreed to fix the asphalt area on Broadway that is cracking when they can fit it in to their schedule.

Shed Floor: Dustin Lee offered to make a bid to obtain cement and help install the needed flooring for the city shed and sidewalk to the community center.

Water system billing and management update: No update

The city bobcat repair:  The work has been paid for and is in progress.

Application to state of MO to receive online sales tax collected. No update.

Fire department garage sidewalk correction.  Mayor Owen has reviewed options for sidewalk repair and will contact Fishing River Fire Department to coordinate repairs.  Miles Jackson raised concerns regarding the condition of the Fire Department garage. Mayor Owen agreed to contact Fishing River Fire Chief to assess garage condition.

Water Tower cleaning will be scheduled by Ozark Applicators.  Sealing of concrete around the base is planned prior to cleaning.

Mayor Owen is contacting multiple water operators to get cost and service information for a primary and back up water operator for the water department. A special meeting will be held on June 22nd to choose a primary and back up water operator.

Flood gate repair – No update.

The search for a salt spreader replacement is ongoing.

Bonding for mayor and water collector. No update.

City’s tax-exempt status with the state – Mayor Owen has contacted the state and found that only the city treasure has representation of the city to the state regarding tax information. There is still a need to apply to the state for tax exempt status that is permanent.  He will ask treasurer Hufford to fill out an application to add clerk Julie Freeman and himself to have access to the state tax division for inquiry.

SAM.com access. No update.

Sheriff’s Deputies Contract – Mayor Owen has requested a contract review from the sheriff’s department.

No update on the remaining P&Z member selection.

A letter will be sent to the owner of the construction at 711 Shannon St to state needed adjustments for FEMA compliance.

An additional letter will be sent to all citizens in June regarding the ongoing waterline survey and the missed 2024 reporting of the survey mailing to the state.  Please respond as soon as possible with the required survey.  Published notices of the missed 2024 reporting of the survey letter will also be included in the Excelsior Springs Standard and the Town and Country Leader.

New Business:

A request has been made by a citizen to stop late fees on water bills.  Council has agreed that a late fee will be added to service active accounts and held for accounts with water shut off. The terms of payment are water bills not paid by the 16th of the month will be subject to a 10% late charge on the monthly bill. Water bills not paid by the end of the month will result in the shutting off of water service. Letters will be sent mid-July to those with overdue bills and service will be shut off on July 31st if not paid in full.

Community Calendar:

The next monthly Council meeting is scheduled for Monday, July 13th, 2026 at 6:30 pm in the MCCA Building.  A Special Council Meeting for water operator selection is scheduled for Monday, June 22nd at 6:30 PM.
