Minutes of 12/15/15 Council Meeting

The Missouri City, Missouri City Council held their monthly open meeting at the MCCA Building on Tuesday, December 15th, 2015 at 6:30 pm.  Attending:  Mayor Barry Moore, City Treasurer Lisa Webber, Water Bill Collector Brandon Gray, City Clerk Monte Railey and Council members Sydney Stewart, Joe Selle and Rocky Gross.  Councilwoman Dee Dee Adcock was unable to attend.

Residents Wilbur Webber and Micah Schake also attended.

The meeting was called to order by Mayor Moore and minutes of the November 9th meeting were read and approved.

November 2015 Financial reports were read by Treasurer Lisa Webber and approved by the Council

Bills to be allowed (paid December 15th, 2015 unless noted otherwise):

11/23/15 – KCP&L $658.33 four city accounts

Orrick Gas – $220.00 propane for MCCC building

Councilman Selle made a motion to pay the bills.  It was seconded by Councilwoman Stewart and carried 3-0.

Old Business

Water Line Replacement Project:  The Missouri Department of Natural Resources has asked the City to resubmit their loan request.  They think the City can qualify for additional funding by adding points showing the City’s willingness to do what is necessary to complete the project.    The City can score additional points on their application by having Council members complete online water quality courses offered by the Missouri Rural Water Association and by preparing citizens for higher water costs with a water rate increase.  Council members Sydney Stewart, Rocky Gross and Joe Selle agreed to take the online course and the City will research data related to a rate increase. Doing so can increase the City’s chances of increased DNR funding which will enable the City to stay with the original replacement design and keep post construction average end user costs below $90.00 monthly.  Art Akin with AGC Engineering will meet with the Mayor and Council at 6:00 pm on January 11th, 2016, at the MCCC Building to review the project and address questions and concerns.  This meeting will take place prior to the monthly Council meeting at 6:30 pm.

City Ordinances:  Mayor Moore is obtaining a copy of the Excelsior Springs Nuisance ordinance which covers junk in yards, abandoned vehicles and loose animals.  Deputy Allen with the Clay County Sheriff’s Department thinks the language in their ordinance may be more effective than our current ordinances on the issues.

Streets and ditches:  cold patching of potholes has been completed for the season

Recycling Options:  The Council agreed to on a trial run of expanded recycling starting in February of 2016.  Deffenbaugh will place a recycling unit in the parking lot of the Baptist Church at 724 Gano Street.  A notice will go out to covering what is accepted by Deffenbaugh as recyclable and what is not.  If recycling rules are not adhered to the trial will end.

City Hall Repair:  Mayor Moore is checking availability of needed lumber for siding planks.

Streetlight at Stillhouse Road and Mo Hwy 210: Mayor Moore provided documentation from April 2009 to MoDot verifying their role in maintaining the light.  MoDot advised the Mayor that the light will be repaired.

New Business

Changes with Deffenbaugh Industries:  Deffenbaugh Industries advised the City of a 1% increase for trash service beginning in January 2016.  The Council agreed for the City to absorb the increase and not pass it on to end users.  Deffenbaugh Industries has merged with Waste Management.  Trucks serving the City will soon reflect the new corporate name of Waste Management.

Spring 2016 Election:  The City Clerk advised the Council that two year terms representing Council seats for Wards Two and Four are up for election on April 5th,2016.  The filing period for candidates is from December 15th, 2015 through January 19tyh, 2016.  Interested parties can contact City Clerk Monte Railey at 816-750-4481 or raileymw@gmail.com to file.
