Minutes of December 11th, 2017, Council Meeting
The Missouri City, Missouri City Council held their monthly open meeting at the MCCA Building on Monday, December 11th, 2017 at 7:00 pm. Attending: Mayor Barry Moore, City Treasurer Lisa Webber, City Clerk Monte Railey, Water Bill Collector Brandon Gray and Council members Joe Selle, Micah Schake, Sydney Stewart and Rocky Gross. Also in attendance: Linda Young, Paul Ash and Wilbur Webber.
Mayor Moore called the meeting to order.
Minutes from November 13th, 2017, meeting and November 2017 financial reports were read and approved.
Bills to be allowed:
General Funds
Dep. Cody Minnis – $349.08 – Fourteen hours of November patrol
Clay County Sheriff’s Dept. – $19.26 fuel for 36 miles of November patrol
Monte Railey – $236.98 December City Clerk salary
MOPERM – $4,402.00 liability ($3,065.00) and property insurance
Bill Slater – $10.00 for MCCA Building cleaning
Feldman’s – $177.43 supplies and battery for City truck

Councilman Gross made a motion to authorize payments. The motion was seconded by Councilman Schake and carried 4-0.
Old Business
Water Project – The USDA loan application is being reviewed for approval. The USDA requested the City resend letters to fifteen Native American Tribal Entities verifying that the proposed water project does not interfere with tribal gravesites or historical areas. The letters were initially sent in 2015 with no response. The new letters are dated 12/11/17 and ask for response by 12/28/17.
Linda Young advised the Council that some damage to her yard and home may be due to City failure to deflect water coming down Stillhouse Road. Mayor Moore agreed to have the site checked and to determine source of damages and degree of City responsibility.
Winter Preparation – The salt spreader has been overhauled and is ready for use. Councilman Selle reported there is plenty of the salt/sand mix.
April 3rd, 2018 City Election – The City Clerk reminded the gathering that the filing period for the April 3rd, 2018 City election runs from December 12th, 2018 through January 16th, 2018. Council seats representing Wards Two and Four will be on the ballot.
New Business
Standpipe/Tower Contract – Expenses and procedures covered under the City contract with Utility Services were discussed. The Council agreed to seek bids from other providers.
Unleashed Dogs – Mayor Moore asked all present to report any problems with unleashed dogs threatening residents to the Clay County Sheriff’s office.
The next Council meeting is scheduled for 7:00 pm on Thursday, January 18th, 2018, at the MCCA Building.
