Minutes of December 12, 2022, City Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, December 12, 2022, at 7:00 pm.   Attending:  Mayor Barry Moore, Clerk Monte Railey, Council members Mickey Stewart (Ward One), Joe Selle (Ward Two) and Johanna Davis (Ward Four).  Resident Jan Kohl also attended.  The Ward Three council seat is vacant.

Mayor Moore called the meeting to order.  Meeting minutes from November 14, 2022, were read and approved.

 

Bills to be allowed

Councilwoman Davis made a motion to pay the bills that was seconded by Councilman Selle.  The motion carried 3-0.

Old Business

Project to bore new water main under MO Hwy 210:  Construction and water quality tests completed.  New line will go live any day.  This project was completely paid for by Clay County Commission approved ARPA funding.

Ditch clearing:  The City is still seeking someone with the proper equipment to clear ditches in town.

City Hall Repairs:  Siding repairs and painting have been completed.  This project was completely covered by federal ARPA funds.  Mayor Moore was authorized by the Council to research replacement options for the front door.

Ward Three Council Vacancy:  The Council is still seeking someone to serve as Third Ward Council At Large for the vacant seat that expires in April of 2023.  Interested parties can contact the Mayor, Clerk, or other Council members.

Spring 2023 Election Filing:  The filing period for the April 4th, 2023 Municipal election began December 6th, 2022 and runs through December 27th, 2022.  Positions up for election include Mayor and Council seats for Wards One and Three.

Water Bill Collector:  Collector Brandon Gray has announced his intention to vacate the post once a replacement is found.  He will continue performing City IT duties for now.   A search for a new Collector is underway.

Appreciation for Retiring County Clerk:  Clay County Clerk Sandy Baldwin is retiring on December 15th, 2022.  The Mayor and Council authorized the City Clerk to purchase and deliver a card of thanks, flowers, and a $50.00 gift card for a meal to express our appreciation for her service to the City and County.

New Business

Vote to Approve CPA for Special Yearly Audit: Mayor Moore announced that City Treasurer Deanna Hufford recommends Kenneth D. Hall CPA CC, of Liberty, Missouri, to perform the yearly audit and letter of opinion as mandated by the USDA Water Project for a fee of $4,000.00 per year.  Previous bids were $15,000.00 yearly.   Mr. Hall’s firm conducts audits for Orrick, MO, and others.  After discussion, Councilwoman Davis made a motion to engage Mr. Hall that was seconded by Councilman Stewart.  The motion passed by a vote of 3-0.

Councilwoman Davis asked about looking into the possibilities of City Holiday decorations starting in 2023.  After discussion, the Council authorized her to begin researching options.

The next monthly meeting is scheduled for Monday, January 9th, 2023, at 7:00 pm in the MCCA Building.
