Minutes of December 9th, 2019, Council Meeting
The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, December 9th, 2019, at 7:00 pm. Attending: Mayor Barry Moore, Treasurer Lindsay Eppley, Clerk Monte Railey, Collector Brandon Gray and Council members Sydney Stewart, Joe Selle, Rockne Gross and Micah Schake. Deanna Korondi, Jason Holmberg and Chris Holmberg were also present.
Mayor Moore called the meeting to order. Minutes of the November 7th 2019 monthly meeting and the November 26th, 2019, special meeting were read and approved. November financial reports were provided by Treasurer Lindsay Eppley.
Bills to be allowed
General Fund:
Monte Railey – $236.98 December salary City Clerk
Bill Slater – $30.00 for three cleanings of the MCCA Building
Holliday Sand and Gravel – $1,387.75 for 18.64 tons of winter salt/sand mix
Walmart – $47.71 cleaning supplies for MCCA Building
Missouri Employers Mutual – $922.00 Workman’s Comp policy for 2020
Waterworks:
Waste Management – $1815.00 November curbside trash, service
Jim Talley – $292.78 December salary Meter Reader plus two in/out fees
Brandon Gray – $317.74 December salary Collector plus 65 miles and 2.1 additional hours
Kearney Trust (water project pre-construction credit line)- $568.64 interest
Missouri Rural Water Association – $220.00 membership dues for 2020
K&K Environmental – $1650.00 Water project line six revision
Councilman Gross made a motion to pay the bills that was seconded by Councilwoman Stewart. The motion passed 4-0.
Old Business
Water Project: City Attorney Steve Wolcott is completing revised legal descriptions for easements. Lisa Danbury with MARC provided copies of the letter that will accompany the easement packages. When completed, the final packages will be hand delivered to affected property owners by the Mayor and City Clerk. Lisa advised the Council that the Missouri Otoe tribe of Oklahoma has requested monitoring rights during excavation and construction, which has been approved provided they carry their own insurance. She expects the final approval of the environmental review by the end of this month.
Curbside trash pickup: After reviewing proposals from Republic Services and AAA Disposal Services the Council awarded a three year contract, with an option for two additional years, to AAA. Rates for both providers were similar but the Council chose AAA primarily because they do not require residents to use uniform barrels and therefore causing less of a change for residents. Pick up days will change to Wednesday, starting January 8, 2020. The final pick up by current provider Waste Management will be on Monday, December 30, 2019. Recycling via the bin downtown will also end at the end of December. Chris Holmberg and Jason Holmberg with AAA Disposal Service were present to sign the contract.
New Business
Deanna Korondi will be assuming City Treasurer duties going forward. She will meet next week with outgoing Treasurer Lindsay Eppley to begin the transition.
City Clerk Railey advised the gathering that Council seats for Wards Two and Four are up for election on April 7, 2020. The period for candidates to file runs December 17, 2019 through January 21, 2020. Interested parties should contact the City Clerk during that time.
The next monthly Council meeting is scheduled for 7:00 pm on Monday, January 13, 2020, at the MCCA Building.
Councilman Gross made a motion to adjourn that was seconded by Councilwoman Stewart. Meeting adjourned.
