Minutes of December 8th, 2025 City Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, December 8th, 2025, at 6:30 pm. Attending: Mayor Woody Owen, Clerk Julie Freeman, Council members Mickey Stewart (Ward One), Amy Jeffries (Ward Two), Jan Kohl (Ward Three), and Brian Adcock (Ward Four), plus several city residents. Mayor Owen called the meeting to order. Minutes from the November 10th, 2025, meeting was read with a correction stating that council person Brian Adcock has not resigned.  Minutes were approved as read with the above correction.

Bills to be allowed

Corrections to previous months warrants were read by clerk Freeman.  A motion by councilperson Adcock was made to approve the warrants and corrections as read. A second to the motion was made by council person Jeffries and passed by a 4-0 vote.

Council person Kohl made a motion to approve bill payment as presented and read.  The motion was seconded by Council person Stewart and passed by a 4-0 vote.

Old Business

City e-mail and website: Mayor Owen has put a hold on moving website to Name Cheap due to the considerable issues encountered in the process.  Mayor Owen has also purchased a no size limit e-mail limit for the city emails for $48.18.  

Tree Trimming along Public Roads: Tree trimming has been completed by Bobby Jeffries, Danny Bush and Mayor Owen, prior to the road repaving.    

City Resident Letter: Letter to residents that have not completed the water survey have now been sent out again. The state requires 100% reporting of service lines of water service customers. Please contact Mayor Owen or Barry Moore if you have questions on how to complete the survey or need assistance with the survey and water line photo.

City Water Dept Website: Updated instruction on how to access your account online, online bill payment and or receiving your bill by email are now available on the city website in the Services tab.  If you have issues with the link, please reach out to Mayor Owen.

Road Repairs: Road repairs are now complete for Broadway, St. Bernard, and Tally Alley!  Thank you to everyone for seeing this through.  There are areas of East St. Bernard Hill that will need to be repaired in the spring that are known to the contractor.  

Ditch Clearing on Gano St: Old pipe is exposed and will need the bob cat once repaired to remove it.  

Shed Floor: Work to move items in the shed so that concrete can be laid will begin after road repairs and other work around the town are complete. 

Water Rate increase: there will be no water price increase at this time.

The city Bobcat Repair:  Steve Thompson has completed the motor work and is currently working on the safety bar and painting.

New locks for the community center will be installed soon. Price for code entry locks will be presented to the council for possible temporary access with rentals.

Community Center Rental:  Rentals will be coordinated through Amy Jeffries. Cost to citizens of Missouri City will be $50 for up to 4 hrs. with a $100 deposit.  

Mayor Owen is working with Treasurer Hufford on the application to the state of Missouri to receive any collected sales and use tax.

Mayor Owen will review ordinances before contacting the city attorney to determine if the city can repair the sidewalk in front of the fire department.  The building maintenance is the responsibility of the Fishing River Fire Dept, but the side walk is part of the easement.  

Mayor Owen will work to contact the last company that cleaned the water tower for an estimate.

Flood gate hinge oiling is still underway.  

The 2025 financials were reviewed along with additional updates to the 2026 budget.  The 2026 budget will be finalized once all final bills for 2025 are received in January.

New Business. No new business.

Community Calendar:

Scheduled public hearing for the amendment to ordinance 142 Floodplain Management was set for Monday, January 12th at 5:30pm in the MCCA Building.

The next monthly Council meeting is scheduled for Monday, January 12th, 2025 at 6:30 pm in the MCCA Building following the floodplain ordinance hearing.
