Minutes of November 14th, 2016 Council Meeting
The Missouri City, Missouri City Council held their monthly open meeting at the MCCA Building on Monday, November 14th, 2016 at 6:30 pm. Attending: Mayor Barry Moore, City Treasurer Lisa Webber, City Clerk Monte Railey, Water Bill Collector Brandon Gray and Council members Sydney Stewart, Joe Selle, Micah Schake and Rocky Gross. Residents Wilbur Webber, Teresa McKown and Cindy Myers, plus John Blessing with Deffenbaugh Industries, also attended.
Minutes from the October 18th, 2016 meeting and October 2016 financial reports were read and approved.

Councilman Gross made a motion to authorize payments. The motion was seconded by Councilman Schake and carried 4-0.

AGC Engineering – $684.00 for invoice 10-2016-20
Old Business
Water Project: AGC Engineering and the DNR are working on ways to reduce overall project expenses to keep end user rates as low as possible. They sent the City a list of options to review.
City Hall repairs: A work day is scheduled for November 19th. Volunteers are welcome to assist.
Ordinance revisions: Mayor Moore, Councilman Gross and City Clerk Railey met with City Attorney Steven Wolcott on October 21st to discuss typos and clarification of some terms in the original document for Ordinance 144. Mr. Wolcott agreed to corrections and will have the revised document ready for the December Council meeting.
Speed limits: The Council agreed to adopt a speed limit of 25 s per hour on City streets except where posted otherwise. Councilman Gross will contact City Attorney Steven Wolcott for ordinance revisions. Mayor Moore will ask the School to help define the 15 miles per hour School zone. New signs will be installed after details are confirmed.
Street repairs: Pothole patching has been completed for the season.
Deffenbaugh contract renewal: The Council reviewed bids from Deffenbaugh, Republic, Countryside and AAA. After discussion, Councilman Gross made a motion to accept Deffenbaugh’s offer. Councilman Schake seconded the motion and it carried 4-0. The five year contract locks in a rate of $16.50 per household, plus free switch out of the recycling bin up to twelve times per year. John Blessing with Deffenbaugh will prepare the new contract and return it to the Council for signatures.
BFI Landfill: Mayor Moore advised the Council that sites for air and water tests have been determined by the City, the DNR and BFI. The tests will be done prior to changes at the landfill to create a baseline for results and will be monitored periodically thereafter as a public safety precaution.
New Business
Mayor Moore asked the Council to consider an Ordinance allowing golf carts and side by sides on City streets under controlled circumstances. He will send a copy of Lawson’s Ordinance to Council members for review and continue to research how other towns address the issue. The Council agreed to further research.
Councilman Schake told the Council he was informed by Sarah Miller the sump pump in City Hall basement is not working. The Council agreed to replace it.
The next monthly Council meeting is scheduled for Monday, December 12th, 2016, at 6:30 pm in the MCCA Building.
Councilman Gross made a motion to adjourn. Meeting adjourned.
