Minutes of 11/11/13 Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on November 11th, 2013, at 7:30 pm.  Attending: Mayor Barry Moore, City Treasurer Lisa Webber, Water Bill Collector Brandon Gray, City Clerk Monte Railey and Council members Joe Selle, Lloyd Shockley, and Rocky Gross.  Resident Wilbur Webber also attended.

The meeting was called to order by Mayor Moore and minutes of the 10/14/2013 meeting were read and approved

Financial reports for October were read by the Treasurer.

Bills to be allowed:

General Funds
Dep. Tyler Edward – $199.48 for October patrol

Councilman Selle made motion to pay the bills.  It was seconded by Councilman Gross and passed 3-0.

Old Business
The card stock for the new water bills did not arrive in time to be used in October.  Bills for November and December will be issued through the new system at current rates.  The Council decided to implement the 70% rate increase on January 2014 statements.

The two trailers sitting illegally on City property have not been moved.  The Council recommended having the Sheriff issue citations.  Mayor Moore will follow up with the Sheriff’s Department.

The SRF loan application for the new water project has been reviewed and submitted for the approval process by AGC.  The system Grant request is up for review in December.  The other grant application to cover preliminary engineering expenses was mailed on October 30, 2013.

Street patching in town has been completed and all materials purchased were used.

Sue Selle is following up with Pastor Henry at the Baptist Church for details regarding their possible use of the MCCA building during the winter.

New Business
The City Clerk will contact Bill Farrar to ask if his new garage is finished and ready for County assessment.

The Mayor advised the Council of a State grant for shredded rubber tire fill for the City park and school playground.  The Council agreed to pursue the grant.

There are currently known water leaks in town, both on Water Street.  One behind the Bush garage was previously reported and the second is from a November 9th accident where a hydrant just to the east was hit by a car.  The Padgett brother and Rex Brinker were both busy and unable to respond, so Mayor Moore arranged for May’s Plumbing from Excelsior Springs to come for repairs on November 12th.

A Sheriff’s Department investigation located the party responsible for hitting the hydrant .  The Mayor was advised that the party has insurance and a police report will be provided for a claim.

Councilman Gross brought a constituent concern to the Council about City bank statements mailed to the City Treasurer’s home address.   It was noted that this has been a long time city practice to ensure the Treasurer received information in time to prepare monthly financial reports.  The Council and City Treasurer agreed to direct bank statements to PO Box 264.

City Treasurer Webber requested that the process for water disconnect due to non-payment be publicized more than on just statements.  The Council agreed that a consistent process is needed to shut off customers in arrears that have not contacted the City for payment arrangements.  Mayor Moore is obtaining locks to begin the process.  The Mayor and Councilman Gross are arranging a meeting with City Attorney Steven Wolcott to draft an ordinance making it a misdemeanor to tamper with locked water meters.  Councilman Shockley will document the process and present it at the December meeting.  The Council agreed not to use outside collection agencies at this time for delinquent water accounts.

A motion to adjourn was made by Councilman gross and seconded by Councilman Selle.  Meeting adjourned.

Next meeting is scheduled for 7:30 pm on Monday, December 9, 2013, at the MCCA Building.
