Minutes of 11/10/2014 Council Meeting
The Missouri City, Missouri City Council held their monthly open meeting at the MCCA Building on November 10th, 2014 at 6:30 pm. Attending: Mayor Barry Moore, City Treasurer Lisa Webber, Water Bill Collector Brandon Gray, City Clerk Monte Railey and Council members Joe Selle, Rocky Gross and Dee Dee Adcock. Councilwoman Schelley Sue Smith was absent.
Citizen Wilbur Webber was also attended.
The meeting was called to order by Mayor Moore and minutes of the October 16th, 2014, meeting were read and approved.
Financial reports for October were read by the Treasurer and approved by the Council.

Councilman Gross made a motion to pay the bills. It was seconded by Councilwoman Adcock and passed 3-0.
Old Business
CenturyLink settlement: The City Clerk reported to the Council that the City had $0 due from the lawsuit. CenturyLink had disputed Utility taxes and Use Fees imposed by some Cities. Missouri City does not have either so no there was no dispute between the city and the utility.
Water Project: Ordinances addressing Procurement (purchasing) and Conflict of Interest policies are needed for the DNR loan application. The Clerk will e-mail sample documents to Council members to use as examples when creating drafts of the new Ordinances. The mayor and City Clerk will have their monthly status meeting with Art Akin of ACG and Grant Writer/Administrator Molly McGovern on November 20th.
Ditch work: Ditches along St Bernard east of Stillhouse and the north end of Wood have been cleared by Rex Brinker. Stillhouse Road was repaired where the pavement collapsed along the ditch. The ditch on St Bernard between Broadway and Stillhouse still needs to cleared out, as well as a culvert under Floyd McCoy’s driveway. Those repairs and coldpatching will be completed as the weather allows.
Clean Up Days: Dumpsters were in place on Nov 7-9 for city clean up days. Concern was expressed over items dumped that are not accepted by Deffenbaugh per their publicly posted guidelines. The City will check the bill for penalties when it is received..
DNR Audit: The City was written up for two issues on the 10/16/14 DNR audit of our water system. (1) lack of screen for tower overflow pipe and (2) a lower than normal chlorine level. The screen issue was referred to Utility Services to be corrected per our service contract. Chlorine levels still meet State requirements and the City will monitor levels from our supplier, PWSD #4.
Speed bumps are being removed for the winter.
New Business
Resident Wilbur Webber requested that low hanging tree branches on Shannon street be trimmed.
The snow blade and salt hopper have been installed on the City truck. An oil change will be done this week.
State statutes regarding collection of delinquent water bills was discussed. City Attorney Steven Wolcott will be consulted.
A motion to adjourn was made by Councilwoman Adcock and seconded by Councilman Selle. Meeting adjourned.
Next meeting is scheduled for 6:30 pm on Monday, December 8thth, 2014, at the MCCA Building.
