Minutes of 11/9/15 Council Meeting

The Missouri City, Missouri City Council held their monthly open meeting at the MCCA Building on Monday, November 9th, 2015 at 6:30 pm.  Attending:  Mayor Barry Moore, City Treasurer Lisa Webber, Water Bill Collector Brandon Gray, City Clerk Monte Railey and Council members Sydney Stewart, Joe Selle, Rocky Gross and Dee Dee Adcock.

Resident Wilbur Webber also attended.

The meeting was called to order by Mayor Moore and minutes of the October 20th meeting were read and approved.

Treasurer Lisa Webber explained format changes to the financial reports.  The changes were requested by Westbrook  Accounting for future audits.  Financial reports for October 2015 were then read by the Treasurer and approved by the Council.

Bills to be allowed (paid November 9th, 2015 unless noted otherwise):

General Funds

Dep. Tyler Edwards – $99.73 4 hours October patrol

Dep. David Allen – $299.22 12 hours October patrol

Clay County Sheriff Dept.-  $40.25 for fuel used on October patrol

Monte Railey – $220.43 November  City Clerk salary

Waterworks

11/3/15) $292.78 interest on Water project account through 11/3/15

PWSD #4 – $1397.46 water 9/27/15-10/24/15

Deffenbaugh Industries – $1143.76 October trash

Lisa Webber – $410.59 November Treasure salary plus $6.10 for copy paper.

Brandon Gray – $241.86 November salary water bill collector

Jim Talley – $235.13 November salary water meter reader

Councilwoman Adcock made a motion to pay the bills.  It was seconded by Councilman Gross and carried 4-0.

Old Business

Water Line Replacement Project:   Art Akin with AGC Engineering is working on design changes to reduce project expenses.  The cost of the current design, combined with required accounting/ auditing expenses confirmed in the past month, have pushed the estimated average end user rate to an unacceptable level per the City and DNR.

City Ordinances:  Mayor Moore will meet with City Attorney Steven Wolcott regarding adoption of ordinances based on MO. State statutes 195.202 (illegal drug possession) and 195.233 (drug paraphernalia) plus options to strengthen existing ordinance regarding yard junk, illegal vehicles and animal nuisance.

Streets and ditches:  The City is waiting for delivery of 8 tons of coldpatch needed to complete pothole patching.  Asphalt supplier Ideker Inc of Mosby is currently out of coldpatch due to focusing on hotpatch for other customers.  They advised the Mayor that the outage will end soon and they will deliver the ordered product.  Ditches needing clearing have been marked and the work will be done by Rex Brinker.

Recycling Options:  The Baptist Church has offered a corner of their parking lot for placement of a recycling bin.  The Council agreed to a trial to determine if the project is feasible.  Councilwoman Stewart will obtain details from Deffenbaugh Industries and present it to the Council at the December meeting.  A public notice will be issued prior to the beginning of the trial.

City Hall Repair:  Mayor Moore will measure planks needing replacement and research availability and related expense.

New Business

The City truck will be serviced for winter by Goode’s Service.  The Mayor Moore advised the Council of problems with the worn front bearing and drag line of the salt spreader.  Councilman Gross made a motion to authorize the Mayor to research and complete the needed repair.  The motion carried 4-0.

The next monthly Council meeting is scheduled for Tuesday, December 15th, 2015.
