Minutes of November 11th, 2024 City Council Meeting
The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, November 11th, 2024, at 6:30 pm. Attending: Mayor Barry Moore, Clerk Monte Railey, Council members Mickey Stewart (Ward One, Jan Kohl (Ward Three), Johanna Davis (Ward Four), City Chief Information Officer (CIO) Paul “Woody” Owen plus residents, Miles Jackson, Danny Bush, Julie Freeman and Corey Freeman. Ward Two Councilperson Joe Selle was unavailable.
Mayor Moore called the meeting to order. Minutes from the October 14th, 2024, meeting were read and approved.

Councilperson Davis made a motion to authorize bill payment as presented. The motion was seconded by Councilperson Stewart and passed by a 3-0 vote.
Old Business
Official Channels for Official City Business: Questions have been raised regarding information provided on a “Missouri City Missouri” Facebook page. After discussion, it was reiterated that the webpage is a community site not maintained by the city and all official Missouri City, Missouri, business is presented at missouricitymo.gov..
417 Main Rezoning Request: Councilperson Jan Kohl made a motion to approve Resolution #11112024 rezoning 417 Main Street for dual Residential/Business use. The motion was seconded by Councilperson Stewart and passed by a 3-0 vote. Property owner Miles Jackson was presented with a letter documenting the zoning change. Previously the building was zoned Business only. Mayor Moore will present documentation of the change to Clay County.
Fire Station Roof Repairs: The City received total reimbursement for Fire Station roof repairs via a check from the Fishing River Fire Protection District. The project is now finished.
City Phone Changes: Per Councilperson Jan Kohl final steps are in motion to establish the new number and service via Verizon.
Website and IT Support: CIO Paul “Woody” Owen discussed with the group a plan to set .gov email addresses for City officials. All city contact info will be updated as well.
City Clerk: Mayor Moore reported that Julie Freeman has accepted the position of City Clerk. She will succeed Monte Railey who is retiring December 31st. The transition will begin in December.
Proposed Ordinance #156: Mayor Moore asked that the issue be tabled for now. He believes another resolution to the parking issue can be achieved.
Snow Removal: Tentative arrangements have been made for snow removal. Bob Jeffries is handling needed repairs to the truck and plow.
Water Bill Issues: Councilperson Kohl expressed concern for comments on Facebook about end users having problems receiving water bills by mail. After discussion, the Council urges concerned parties to contact Collector Lani Bush as necessary for figures or to request e-mail billing.
Container Building Request: Mayor Moore reported that he has not heard back from the interested party since providing necessary steps to proceed.
Ward Two Representation: Councilperson Kohl suggested offering Ward Two Councilperson Selle the option of using a speaker phone when he’s unable to attend meetings in person. Mayor Moore will follow up.
Evergy Requests: Councilperson Kohl expressed frustration at our problems communicating with Evergy. After many call and requests, orders for new streetlights as well as repair requests on existing lights were thought to have been clarified months ago, but obtaining status remains difficult.
Tree Trimming along Public Roads: Plans are to continue through the winter as weather permits. Mayor Moore will contact the Padgett Brothers to see if they’re available to speed up the process.
Water Hook Up Reporting and Citizen Mailer: The City still needs to complete the survey of water hook ups required by the Missouri Department of Natural Resources. All galvanized pipe needs to be identified and replaced. Councilperson Kohl offered to work up a flyer explaining the need for survey compliance plus request current contact information from end users. The flyer would be mailed to all water bill recipients.
New Business
Budget for 2025 Road Improvements: Mayor Moore has identified four critical spots needing repairs and has asked Tandem Paving to provide bids. They were the only bid provided for our last paving project. That and any other bids will help determine budgeting factors.
Community Calendar: Filing dates and positions up for election will be posted as soon as the 2025 election calendar is received from the Clay County Board of Election Commissioners.
The next monthly Council meeting is scheduled for Monday, December 9th, 2024 at 6:30 pm in the MCCA Building.
