Minutes of 10/16/2014 Council Meeting
The Missouri City, Missouri City Council held their monthly open meeting at the MCCA Building on October 16th, 2014 at 6:30 pm. Attending: Mayor Barry Moore, City Treasurer Lisa Webber, Water Bill Collector Brandon Gray, City Clerk Monte Railey and Council members Joe Selle, Rocky Gross and Dee Dee Adcock. Councilwoman Schelley Sue Smith was absent.
The meeting was called to order by Mayor Moore and minutes of the September 8th, 2014, meeting were read and approved.
Financial reports for September were read by the Treasurer and approved by the Council.

Councilwoman Adcock made a motion to pay the bills. It was seconded by Councilman Selle and passed 3-0.
Old Business
Water Project: AGC Engineering and Grant Writer/Administrator Molly McGovern are working on the required Environmental reviews. The Mayor and City Clerk meet with Molly McGovern and Art Akin of AGC at 10 am on the fourth Thursday of each month for status and planning sessions. The Mayor reported the Bank does not want to establish a City account with a $120,000 line of credit for pre-construction expenses without guarantee of payment. He will investigate further for options. Grant and loan funds can’t be used prior to start of construction but can reimburse pre-construction expenses after the fact.
Clean up day: Deffenbaugh Industries can provide 40 yard dumpsters (4 ton capacity) for $350.00 each plus $35.00 per additional ton. The Council has tentatively scheduled the City clean up period for November 7, 8 & 9, 2014. The Mayor will verify delivery and pick up dates with Deffenbaugh. The Clerk will post notices when the dates are confirmed. Dumpster use is limited to Missouri City residents only!
Paving: Mayor Moore reported the City has received two bids of $10,000.00 for City paving needs. The Council agreed the bids are too high and will continue searching for less expensive options. In the meantime, the City will cold patch bad spots on Cemetery Hill road.
Ditch clearing: The Council accepted Rex Brinker’s bid of $600.00 each to clear ditches on east St Bernard and Wood streets.
New Business
DNR Water System Audit: The Missouri Department of Natural Resources conducted an audit of the existing water system on October 16th. The City was written up (no fines) for improper screen on the tower overflow pipe. Waterworks Chief Operating Officer Rex Brinker will contact Utility Services for repair per our service contract. Other DNR required Ordinances will be addressed via the new water system.
Mayor Moore advised the Council the replacement refrigerator for the MCCA Building was purchased when the existing unit failed prior to an event in the building.
A motion to adjourn was made by Councilman Adcock and seconded by Councilman Selle. Meeting adjourned.
Next meeting is scheduled for 6:30 pm on Monday, November 10th, 2014, at the MCCA Building.
