Minutes of October 8th, 2018, Council Meeting
The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, October 10th, at 7:00 pm. Attending: Mayor Barry Moore, outgoing City Treasurer Lisa Webber, incoming Treasurer Doris Selle, City Clerk Monte Railey, Water Bill Collector Brandon Gray and Council members Joe Selle, Rockne Gross, Micah Schake and Sydney Stewart. Also in attendance: Bill Sharp, Cindy Sharp and Linda Young
Mayor Moore called the meeting to order. Minutes from the September 10th, 2018, meeting were read and approved. Financial reports for September were reviewed and approved.
Bills to be allowed. Paid today unless noted otherwise.
General Funds

Bill Slater $20.00 for two cleanings of the MCCA Building in September
Proforma – $82.89 printer toner
United State Treasury – $1,149.83 third quarter payroll taxes
Joe Selle – $310.28 twenty eight hours of city work
Deputy Cody Minnis – $498.69 twenty hours of September patrol
Clay County Sheriff – $29.96 fuel for thirty six miles of September patrol
Waterworks
Tyler Technologies – $370.09 yearly maintenance for water bill software

Doris Selle – $433.92 October salary City Treasurer

Lisa Webber – $152.37 for 13.75 hours of training.
Councilman Gross made a motion to authorize payments. The motion was seconded by Councilwoman Stewart and carried 4-0.
Old Business
Water Project – Release of Funds request is approved by CDBG. Final design waiting for DNR approval.
City Social Activities – Sophia Betterton was not present but Mayor Moore advised the Council of plans for a Block Party scheduled for 5pm on October 13th that will feature go-cart races. Part of Main Street will be closed with traffic diverted to Water Street during the event. Mrs. Betterton has waiver forms for participants to sign. A Halloween movie night is also planned but a date has yet to be confirmed.
2020 Census – A letter was mailed to Regional Census Director Marilyn Sanders confirming the City will form a Complete Count Committee (CCC) to assist with the 2020 Census. Flyers advertising Census employment opportunities will be posted on the City website and at the Post Office.
Ditch clearing – Mayor Moore announced that ditch clearing work will continue as weather permits. Mayor Moore will consult with Rex Brinker regarding how to best handle the situation on Main Street east of the intersection with Stillhouse Road.
New Business
Bill Sharp with the I.O.O.F (ODD Fellows Lodge) asked for permission to use the MCCA Building for afternoon movies for children on the second and fourth Saturdays of the month. The Council approved but asked him to consult with Sue Selle to verify available dates on the calendar.
The Council decided not to distribute Halloween candy this year citing efforts by the ODD Fellows Lodge the same night.
The next Council meeting is scheduled for 7:00 pm on Monday, November 12th,, 2018 at the MCCA Building.
Councilman Schake made a motion to adjourn that was seconded by Councilwoman Stewart. Meeting adjourned.
