Minutes of September 25th 2023, City Council Meeting
The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, September 25th, 2023, at 7:00 pm. Attending: Mayor Barry Moore, Clerk Monte Railey, Council members Mickey Stewart (Ward One), Joe Selle (Ward Two), Jan Kohl (Ward Three) and Johanna Davis (Ward Four), plus residents Doris Selle, Danny Bush and Brian Adcock.
Mayor Moore called the meeting to order. Minutes from the August 14th, 2023 meeting were read and approved.

Councilwoman Kohl made a motion to authorize payment of the bills as presented. The motion was seconded by Councilman Selle and passed by a
4-0 vote.
Old Business
Evergy/Streetlight issues: Mayor Moore told the gathering that he spoke with Kendra with Evergy to request streetlight repairs and two additional lights installed on existing poles in town.
Fire Station Repairs: Per correspondence between City Attorney Steven Wolcott and Fishing River Fire Protection District Treasurer Mark Beggs, the District asked the City to obtain three bids for repairs. The Fire District agreed to pay the cost of the project from the accepted bid. Liberty Roofing has been contacted for a bid and the Mayor will research to obtain two others. Danny Bush, co-owner of an adjacent affected building volunteered to meet with roofers to allow inside access to his location.
City Hall Door: Lowes advised the city they only deal with businesses, not government entities, and cannot work on the City Hall door. One other party expressed interest in submitting a bid to the replace the City Hall door. The Council directed the Clerk to request a detailed bid for consideration.
Ditch clearing: The party engaged for ditch clearing is busy with harvest so the project has been delayed again.
October Cleanup Weekend: Plans were finalized for the cleanup weekend beginning October 6th. Concern was expressed regarding how to prevent non-residents from bringing in junk and filling the dumpsters, thus denying residents the opportunity. Council members volunteered to monitor the situation as time allows.
New Business
Mayor Pro-tem: The Mayor Pro-tem position is vacant. Mayor Moore asked the Council to select someone to fill the position to ensure City business is not delayed in case the Mayor is unavailable. The issue was tabled until the October meeting.
Truck winterizing: Mayor Moore authorized Councilman Selle to have the city truck serviced in preparation for winter.
Overgrown lots: A number of addresses were identified as violating nuisance ordinances for overgrown vegetation. Mayor Moore will speak with residents before the process for letters and fines is started.
Website Community Calendar: Trunk or Treat events sponsored by PERC (10/26/23 from 6-8 pm) and the Christian Church (10/29/23 at 4 pm) will be added to the calendar.
The next monthly meeting is scheduled for Monday, October 9th, 2023, at 7:00 pm in the MCCA Building.
