Minutes of September 12th, 2019, Council Meeting
The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Thursday, September 12th, 2019, at 7:00 pm. Attending: Mayor Barry Moore, City Clerk Monte Railey, Collector Brandon Gray and Council members Sydney Stewart, Joe Selle, Rockne Gross and Micah Schake. Residents James Schake and Bob Tarver also attended.
Mayor Moore called the meeting to order. Minutes of the 8/12/19 monthly meeting, the 8/20/19 Tax Levy Hearing, and the 9/11/19 Voluntary Annexation Hearing were read and approved. Treasurer Lindsay Eppley covered City financial reports,

Old Business
Water Project: City Attorney Steve Wolcott is waiting on revised legal descriptions for Freeman and Moore properties reflecting easement changes. Once completed, new legal packages will be sent to all property owners affected by the project.
Sales Tax Implementation: Documentation was sent to the Missouri Department of Revenue by the City Clerk on August 22, 2019. He will follow up for status and to verify the process to notify local businesses.
Law Enforcement terms: Mayor Moore advised the Council that the new agreement is still pending.
Waste Management contract: The City has been notified that Waste Mgt will not exercise their option for a 4th year under the 2017 contract but has not submitted a new bid. The City Clerk will send a letter requesting a formal bid for curbside and recycling services.
Tree trimming: Trimming of overhanging trees on City streets has begun and will continue as more areas in need are identified. Bob Tarver asked for work on west St Bernard Hill Street.
New Business
Voluntary Annexation Petition: A pubic hearing was on September 11th, 2019 regarding the voluntary annexation petition submitted by Missouri City Acquisitions LLC. They are requesting annexation by the City of the old power plant property adjacent to the western city limits. Missouri City Acquisitions LLC intend to sign a 99 year lease with Capitol Sand to operate a sand dredging operation on three of the four land parcels with development of the fourth parcel to come at a later date. Councilman Gross made a motion to approve the petition via an ordinance. The motion was seconded by Councilman Selle and carried 4-0. That started a 14 day waiting period to allow the City to receive written objections to the proposal. The City Attorney will draft an ordinance to be voted on at a special Council meeting scheduled for 7:00 pm on Thursday, September 26th, 2019 at the MCCA Building. A request from Capitol Sand to begin moving dirt on the site after the lease is signed was approved by the Mayor and Council.
The next monthly Council meeting is scheduled for 7:00 pm on Monday, October 14th, 2019, at the MCCA Building.
Councilman Gross made a motion to adjourn that was seconded by Councilwoman Stewart. Meeting adjourned.
