                 Minutes of September 9th, 2024 City Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday September 9th, 2024, at 6:30 pm.   Attending:  Mayor Barry Moore, Clerk Monte Railey, Council members Mickey Stewart (Ward One, Jan Kohl (Ward Three), Johanna Davis (Ward Four), City Chief Information Officer (CIO) Paul “Woody” Owen plus residents, Danny Bush, Teresa McKown and Julie Freeman.  Ward Two Councilperson Joe Selle was unavailable.  

Mayor Moore called the meeting to order.  Minutes from the July 8th, 2024 meeting were read and approved.  There was not a quorum on August 12th, 2024, so an August meeting was not held.

Councilperson Davis made a motion to authorize bill payment as presented.  The motion was seconded by Councilperson Stewart and passed by a 3-0 vote.

Old Business

City Hall Door:  All repairs are done except for the installation of the light. John Tennant will complete the project.

Fire Station Roof Repairs:  Repairs completed.  The City is waiting for financial reimbursement from the Fishing River Fire Protection District as agreed.

Streetlight Repairs and Additions:  Councilperson Jan Kohl was able to open a work ticket with Evergy for requested streetlight additions and repairs.

City Website and IT Support:  CIO Paul “Woody” Owen reported on progress of website changes.  When completed the new address will be missouricitymo.gov and replace missouricitymo.gov.

City Phone: Councilperson Kohl is still working with Verizon on the new service.  

City Credit Card: The credit limit for the City credit card has been lowered to $3,000.00 per the Council’s request.

New Business

Ordinance #155 – “An Ordinance Approving The Missouri Highways and Transportation Commission Supplemental Agreement For Highway/Rail Crossing Improvement” was read once in entirety and twice by title by Mayor Barry Moore.  Approval of Ordinance #155 clears the final obstacle for railroad crossing improvements on Sand Plant Road.  Councilperson Davis made a motion to approve the ordinance as presented.  The motion was seconded by Councilperson Stewart and carried by a vote of 3-0.

Feral Cats: Teresa McKown asked the Council for assistance with a feral cat problem on south Gano Street.  After discussion, it was decided to notify the Humane Society and the Clay County Sheriff of the situation.

Bank Midwest Accounts:  The transfer of City checking accounts from Bank Midwest to The Bank of Orrick have been completed.  Councilperson Kohl made a motion to close the Bank Midwest accounts.  It was seconded by Councilperson Stewart and passed 3-0.  The City will continue to maintain a Money Market account with Bank Midwest.

Rezoning Hearing:  Resident Miles Jackson requested rezoning of his property at 417 Main from Residential to dual use Residential/Business.  In lieu of not having a City Zoning Commission, the City Council will serve in that capacity at two hearings scheduled for September 23rd, 2024 at the MCCA Building.  The first meeting is scheduled for 6:15 pm, prior to the 6:30 pm Tax Levy Hearing, with the second scheduled for 6:45 pm.

Community Calendar:  The September 23rd Tax Levy Hearing and Rezoning Hearings will be added to the calendar.

The next monthly Council meeting is scheduled for Monday, October 14th, 2024 at 6:30 pm in the MCCA Building.
