Minutes of 8/12/13 Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on August 12, 2013, at 7:30 pm. Attending: Mayor Barry Moore, City Treasurer Lisa Webber, Water Bill Collector Brandon Gray, City Clerk Monte Railey and Councilmen Joe Selle, Lloyd Shockley and Rocky Gross. Councilwoman Schelley Sue Smith was absent. Resident Wilbur Webber also attended.

The meeting was called to order by Mayor Moore and minutes of the 7/15/2013 meeting were read and approved

Financial reports for June and July were read by the Treasurer.

Bills to be allowed:

General Funds
Dep. Tyler Edward – $199.48 for July patrol
Dep. Tom Morrison – $199.48 for July patrol
Clay County Sheriff Department – $43.50 for July fuel
Monte Railey – $220.44 City Clerk August salary
KCP&L – $6696.74 for 4 City accounts
Joe Selle – 267.71 hourly City work 7/16/13-8/12/13
AGC – $190.00 water project expenses
US Postal Service – $54.00 yearly rental for PO Box 32
Blue Valley Public Safety – $287.50 for Emergency Siren service call
Brandon Gray – $94.27 yearly domain fee for city website
Excelsior Springs Standard – $48.00 for water certification public notice

Waterworks
Jim Talley – $244.37 August Meter Reader salary
Brandon Gray – $241.50 August salary for Water bill collection
Public Water Supply District #4 – $1566.86 for July water
Deffenbaugh Industries – $1110.12 July trash pick up
Lisa Webber – $507.09 August salary, plus expenses, City Treasurer

Councilman Gross made motion to pay bills. It was seconded by Councilman Selle and passed 3-0.

Old Business
Cold pack filling of potholes has started.

The August water bills will be run on the old system and a dry run of the new system will be done for accuracy comparison. If it goes well, the new billing and rates will be introduced in September.

Wilbur Webber reported to the Council that cleanup work continues at 313 Bluff Street

The City Truck is exempt from state licensing as long as it is visibly identified as a city vehicle. Mayor Moore is having special plates made.

P.W.S.D. #4 is rebuilding the vault on North Walnut where district #4 water connects with the city system.

Joe Selle reported that tree trimming along City streets is continuing.

Mayor Moore was referred by the County to the Missouri DNR Solid Waste group for questions regarding the BFI sight north of town. He will follow up.

Mayor Moore also left a message with new Deffenbaugh rep Cynthia Hopkins, who is on vacation about arranging a bulk trash pick up day.

Owners of two different trailers parked on City property have advised Mayor Moore that they will be moved.

The Mayor has asked the Padgett brothers for a bid on ditch work on east St Bernard and South Stillhouse streets.

New Business
Sue Hart provided Mayor Moore with copies of documentation related to the original construction of the BFI Landfill north of town. He will review them.

The Clay County Sheriff advised the Mayor that tickets will be issued to unlicensed golf carts and 4 Wheelers operating on City streets. The Department has received numerous complaints about the issue, especially late at night.

Councilman Shockley made a motion for proposed Tax Levy Ordinance 2013 “for approval of fixing the rate of taxes at .89000 per $100 assessment valuation of the City, or as modified by the Hancock Amendment rollback form RSMO 137.073”. The motion was seconded by Councilman Gross and passed 3-0.

City Clerk Monte Railey will draft the ordinance and meet with Clay County Clerk Sandy Baldwin for filing with the State Auditor prior to September 1, 2013.

Next meeting is tentatively scheduled for 7:30 pm on Monday, September 16, 2013, at the MCCA Building.
