                 Minutes of August 11th, 2025 City Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, August 11th, 2025, at 6:30 pm.   Attending:  Mayor Woody Owen, Clerk Julie Freeman, Council members Mickey Stewart (Ward One), Amy Jeffries (Ward Two), Jan Kohl (Ward Three), Brian Adcock (Ward Four) plus residents Corey Freeman and Barry Moore.

Mayor Owen called the meeting to order.  Minutes from the July 7th, 2025, meeting was read and approved.

Council person Kohl made a motion to approve bill payment as presented.  The motion was seconded by Councilperson Jeffries and passed by a 4-0 vote.

Old Business

Both CD’s at the Central Bank of The Midwest (formerly Bank of Liberty) currently have as signatories Barry Moore and Lisa Webber. An updated banking resolution to update signatories to Mayor Owen and Treasurer Hufford was read by Mayor Owen.  A motion to approve the resolution was made by council person Adcock and seconded by council person Stewart.  It was passed with a 4-0 vote.

Central Bank of the Midwest has provided 2 applications for credit cards.  One will be held by Robert Jeffries with a $500 limit for city maintenance needs.  A second credit card will be held by Mayor Owen and have a $300 limit that will be used for the annual city website fee.  A motion was made by council person Kohl to apply for the two credit cards with a $500 and $300 limit.  The motion was seconded by council person Adcock and approved with a 4-0 vote. 

City e-mail and website:  Brandon Gray is currently working on getting everything ready to move our web hosting site from Host Gator to Name Cheap.  Name Cheap will cost $34.88 for the 1st year and $130 annually thereafter.  Motion was made by councilperson Kohl to change to Name Cheap and seconded by council person Jeffries.  Motion passed with a vote of 4-0

Tree Trimming along Public Roads:  Additional tree trimming will be needed prior to roadwork in the fall.

City Resident Letter: Letter to residents that have not completed the water survey will be sent out again.  The state requires 100% participation from each water service customer.  

City Water Dept Website: Court Money is not available currently with the new Missouri Rural Water Association’s “SUB” software.  We will need to use Stripe, until Court Money is available.  Deanna Hufford has uploaded SUB onto her computer and is updating household information.  Walter Wilson is helping Lani Bush on getting her computer updated with SUB.  Once both computers are fully functioning with the new system, a switch over date will be announced on the city website and public notice board at the post office.  

Pot hole repair:  Work to fill the holes will commence once the weather is a bit cooler.

Ditch Clearing: John Shea has marked lines for the ditch clearing on Gano St. and will start work the week of August 11th.

Shed Floor: work will begin once the summer heat goes down.

Shooting Range Building Application: This request has been withdrawn.

Water Rate increase: Additional research is needed to determine if any cost increase will need to be passed onto the water service customers.  

Road resurfacing bids:  Additional clarification was obtained from Tandem that 50% of the total bill will be due after work is completed.  Once the payment is received, the lean waiver will be issued to Missouri City and the remainder will be due at that time. There is a ditch with a pipe culvert for water runoff on Broadway. It will require routine clearing after roadwork.   A motion was made by council person Adcock to approve bid #8 from Tandem in the amount of $71,138 was seconded by council person Stewart and passed with a 4-0 vote.

The city Bobcat is in need of a new left track motor and safety bar break repair.  A new estimate was given to Mayor Owen by Steve Thompson of $1800 for a refurbished motor and brake repair.  A motion to approve the cost of repair was made by council person Jeffries and was seconded by council person Kohl and passed with a vote of 4-0.

Extra Duty Solutions Patrol review: Mayor Owen has requested deputies patrol all roads in the city which will increase milage only.

Rain water runoff issue at Stillhouse and Main:  Gravel and sand from St. Bernard Hill and Broadway are clogging drains after moderate to heavy rains. This will be decreased after road work is completed. Danny Bush and Mayor Owen viewed the small ditch which could use a build-up on the house side of the ditch. Will review with Linda Young before work to start. 

City Planning and Zoning Commission met on July 22nd, 2025. Bobby Jeffries was elected chair, Monte Railey was elected secretary, meetings will be held every third month March, June, September, December on the first Tuesday of the month.

New Business

The city water tower needs to be cleaned.  

Community Calendar:  The next monthly Council meeting is scheduled for Monday, September 8th, 2025 at 6:30 pm in the MCCA Building.
