Minutes of August 8, 2022, Council Meeting
The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, August 8th, 2022, at 7:00 pm. Attending: Mayor Barry Moore, Clerk Monte Railey, Collector Brandon Gray, Council members Mickey Stewart, Joe Selle and Johanna Davis. The Ward Three council seat is vacant.
Mayor Moore called the meeting to order. Meeting minutes from June 13th, 2022, were read and approved. A meeting scheduled for July 14th couldn’t be held due to lack of a quorum.

Councilwoman Davis made a motion to pay the bills that was seconded by Councilman Selle. The motion carried 3-0.
Old Business
Water Project: Missing easement waivers were provided to USDA for final closure of the water project.
Capitol Sand Street Request: Plans are still being formulated by Capitol Sand, Norfolk Southern RR and MoDot for the changes to the RR crossing and intersection of the old power plant entrance (to be renamed Capitol Sand Drive) and Missouri Highway 210.
Ditch clearing: The City is still seeking someone with the proper equipment to clear ditches in town.
New swings for River Park: Councilwoman Davis is researching prices and options for new larger swings. She presented a bid from Frye Equipment of $11,428.00 to add four swings. The issue was tabled for further investigation and discussion.
City Hall Repairs: Repairs are supposed to begin soon. Councilman Selle will confirm dates with the contractor. Councilwoman Hall suggested an open house after completion. The Council agreed and will follow up as dates become known.
Ward Three Council Vacancy: The Council is still seeking someone to serve as Third Ward Council At Large for the vacant seat that expires in 2023. Interested parties can contact the Mayor, Clerk or other Council members.
New Business
Mayor Moore advised the gathering that the working condition of the city bobcat is beyond repair. After discussion, the Mayor and Council agreed to begin searching for a replacement under $20,000.00 for a suitable bobcat/uniloader. In the meantime, Councilman Stewart will see if his personal equipment is sufficient to correct a problem on St Bernard Street behind Goode’s garage.
The city’s riding mower is in the shop to fix a recurring belt problem.
The Mayor announced that coldpatch will be ordered for pothole filling to begin when the extreme heat eases up.
Councilwoman Hall made a motion to adjourn. It was seconded by Councilman Stewart and passed 3-0.
The next monthly meeting is scheduled for 7:00 pm Monday, September 12th, in the MCCA Building.
