Minutes of July 10th, 2023, City Council Meeting
The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, July 10th, 2023, at 7:00 pm. Attending: Mayor Barry Moore, Clerk Monte Railey, Council members Joe Selle (Ward Two), Jan
Kohl (Ward Three) and Johanna Davis (Ward Four), Water Bill Collector Lani Bush plus residents Doris Selle, Cassidy Russell, Danny Bush, Sam Tull, Grace Tull and infant. Ward One Councilman Mickey Stewart was absent.
Mayor Moore called the meeting to order. Minutes from the June 12th, 2023 meeting were read and approved.

Councilwoman Davis made a motion to authorize payment of the bills as presented. The motion was seconded by Councilwoman Kohl and passed by a 3-0 vote.
Old Business
Ditch clearing: Mayor Moore advised the Council that ditch work will begin soon as the party engaged for the project is between planting and harvest times and will be available.
Fire Station roof repairs: Mayor Moore announced that City Attorney Steven Wolcott is communicating with the Fishing River Fire Protection District about needed repairs to the Fire Station on Main Street. The lease calls for fire district responsibility regarding maintenance and upkeep and current conditions are adversely affecting adjacent buildings.
City Hall repairs: The Mayor reported no callbacks from his attempts to find replacement doors. Councilwoman Kohl volunteered to continue the search.
Streetlight Issues: Mayor Moore has contacted Evergy about problems with city streetlights (particularly the flickering light at 109 Walnut). Contrary to what a customer was recently told by an Evergy Rep, residents can report such issues directly to Evergy.
Mowing Help: City Attorney Steven Wolcott verified by letter that Missouri Child Labor laws do not allow minors under the age of 16 to operate power tools for contract labor. Workers under the age of 18 must have signed permission. The Mayor advised the Council that all paid help will be of legal age.
New Business
Threatening dog concerns: Resident Grace Tull expressed concern to the Council over threatening dogs in town. She reports encountering them on walks through town with her child. Mayor Moore explained the lack of city or county leash laws leave residents with only the Nuisance Ordinance, which allows citizen to defend themselves against a threatening animal on their property or in a public space.
Water bill software changes: The City Clerk has received messages from representatives of gWorks, the company that supports city water bill software. They have purchased previous provider Softline and want to make contact. The Clerk will forward their information to Treasurer Deanna Hufford and Water Bill Collector Lani Bush.
2022 Audit: After review and discussion, the Council voted 3-0 to accept the 2022 City audit completed by Kenny Hales, CPA PC.
PERC Update: Local PERC Coordinator Cassidy Russell covered upcoming PERC activities such as plans to provide back to school backpacks, plans for a PERC billboard, Harvester food drops and a fundraiser rummage sale in the MCCA building. Dates and details will be announced as they become available.
Clay County Sheriff’s Law Enforcement Resource Center: The Mayor covered the Council on information received regarding the planned LERC on part of the closed landfill north of the city limits. The first phase of the project will include building an outdoor shooting range on the site for use by law enforcement agencies. The Sheriff’s Department is holding a listening session on July 11th in the Clay County Commission Chamber on the 3rd floor of the courthouse. Mayor Moore is planning on attendings and shared the five questions he submitted via letter:
- What is the projected decibel levels when guns are fired at the gun range going south from the range at every 1/4/mile interval to the Missouri River?
- Has there been a traffic study done to see how that will affect MO Highway 210 since there is an estimate of up to 100 people at a time to shoot and there are only two ways in to the location and there are no turn lanes on 210?
- Will there be any excavating involved in putting in the gun range s especially for footing s and berms?
- Will any of the BFI sampling walls be disturbed in the construction of the gun ranges?
- If the dirt is to disturbed during the of the gun range will DNR and the EPA be allowed to take dirt and water samples to test for soil contamination before and during the construction phases? If contaminations are found what action will Clay County and BFI take to contain the contaminations?
