Minutes of 6/16/15 Council Meeting

The Missouri City, Missouri City Council held their monthly open meeting at the MCCA Building on June 16th, 2015 at 6:30 pm.  Attending:  Mayor Barry Moore, City Treasurer Lisa Webber, Water Bill Collector Brandon Gray, City Clerk Monte Railey and Council members Sydney Stewart, Joe Selle, Rocky Gross and Dee Dee Adcock.

Citizen Mike Stewart also attended.

The meeting was called to order by Mayor Moore and minutes of the May 11th, 2015, meeting were read and approved.

Financial reports for May 2015 were read by the Treasurer and approved by the Council.

Bills to be allowed (paid 6/16/15 unless noted otherwise):

General Funds

(5/26/15) KCP&L – $674.29 billing for four city accounts

(6/8/15) Dep. Tyler Edwards – $199.48 6 hours for May patrol

(6/8/15) Dep. David Allen – $199.48 6 hours for May patrol

(6/8/15) Clay County Sheriff Dept.-  $39.68 fuel for 69 miles on May patrol

Monte Railey – $220.43 June City Clerk salary

Excelsior Springs Standard – $48.00 for May 2015 public notice of water quality report

Steven Wolcott – $350.00 for court appearances and Ordinance work

Excelsior Springs Standard – $233.00 for public notices of water project environmental reviews in January 2015

Barry Moore – $507.60 reimbursement for pump for flood control purchased at Feldman’s

Councilman Gross made a motion to pay the bills.  It was seconded by Councilman Selle and carried 4-0.

Old Business

Water Line Replacement Project:   AGC Engineering is working on design.   Monthly status meetings with Molly McGovern and Art Akin were not held in May or June.  They will resume in August.

Mayor Moore presented an invoice in the amount of $2,508.00 from AGC Engineering for project work completed to date.  Councilwoman Adcock made a motion to authorize payment from the Kearney Trust account.  The motion was seconded by Councilman Gross and carried 4-0.

Street Repairs:  The weather has been too wet to complete repairs.  Mayor Moore advised the Council that 7 tons of asphalt are on order from Ideker in Mosby, MO, use when the weather allows.

Girl Scout Gold Award Service Project:  Councilwoman Adcock advised the Council that Shyanne Adcock’s proposed walking  trail on school property was not approved by the School Board.

New Business

A possible city wide garage sale was discussed.  Councilman Gross will post a bulletin at the Post Office to gauge interest and Brandon Gray will create a poll on the City website.

Water Bill Collector Brandon Gray investigated options for online water bill payment and advised the Council of his findings.  The Council decided not to pursue the issue further due to expense and limited interest.

Mayor Moore advised the Council that two ditches in town have been cleared and work is continuing as weather allows.

Mayor Moore is monitoring river levels for possible flooding.   River level readings for Sibley and Kansas City mirror that of Missouri City.  So far, the river crested at 29.6’ last week.  Clay County management advised the Mayor that three pumps, plus sand, are available to the City if needed.  The City currently has two smaller pumps for use in case of flooding.

Proposed Ordinance 142 regarding FEMA designated flood plain management was read once in it’s entirety, and twice by title, by Councilman Rocky Gross and Clerk Monte Railey.  A motion to pass as read was made by Councilman Gross and seconded by Councilman Selle.  Prior to a vote, questions were raised about definitions of basements and living space.  After more discussion, the motion was rejected 4-0 while the Mayor seeks clarification with State Emergency Management.

It was brought to the attention of the Council that authorizing signatures on record for the City’s CD at Bank Liberty still reference former Mayor Ray Lynn and former Treasurer Wyanda Talley.  A motion was made by Councilwoman Adcock and seconded by Councilman Gross to update the information to reflect current Mayor Barry Moore and current Treasurer Lisa Webber.  The motion carried 4-0.

 

Councilwoman Adcock made a motion to adjourn that was seconded by Councilwoman Stewart.   The next monthly meeting is scheduled for 6:30 pm on Thursday, July 16th, 2015, at the MCCA Building.
