Minutes of June 11th, 2018, Council Meeting
The Missouri City, Missouri City Council held their monthly open meeting at the MCCA Building on Monday, June 11th, 2018 at 7:00 pm. Attending: Mayor Barry Moore, City Treasurer Lisa Webber, City Clerk Monte Railey, Water Bill Collector Brandon Gray and Council members Joe Selle, Micah Schake and Sydney Stewart. Councilman Rockne Gross was absent. Also in attendance: Wilbur Webber, Sophia Betterton and Mason Lumpkin.
Mayor Moore called the meeting to order.
Minutes from the May 14th, 2018, meeting were read and approved. Financial reports for may were not yet available.
Bills to be allowed: Paid 6/11/18 unless noted otherwise.

Councilman Selle made a motion to authorize payments. The motion was seconded by Councilman Schake and carried 3-0.
Old Business
City Treasurer – Doris Selle has been hired as the new City Treasurer. Doris is being trained by outgoing Treasurer Lisa Webber and will assume duties upon completion.
Water Project – Title searches related to easements have been completed. Final detailed plans are being completed by AGC Engineering. City Attorney Steven Wolcott will continue with easement agreements once detailed measurements are available.
City Hall – Sophia Betterton is organizing the volunteer day to scrape paint from the City Hall exterior on Saturday, June 23rd, 2018. Work will be split into morning and afternoon shifts with lunch provided.
Summer activities for kids – Mason Lumpkin with the local I.O.O.F Lodge (Odd Fellows) presented a schedule of proposed activities for the Tuesday Bag Lunch program from 7/3/18 through 8/14/18. The complete schedule will be posted at the Post Office and on the City website (missouricitymo.gov). Mr. Lumpkin provided a sample policy for persons dealing with children. He advised the Council that he is first aid certified. Mayor Moore will consult with the City’s insurance carrier to ensure liability issues are covered. Sophia Betterton is leading the local effort for youth activities and coordinating the Tuesday programs with Mr. Lumpkin. Mrs. Betterton advised the group that the first “Movie Night” is scheduled for June 30th. Details of this and other planned activities will be posted on the Post Office bulletin board and on the City website.
New Business
Missouri City Facebook Site – The gathering discussed creating a Facebook site for the City. Sydney Stewart and Sophie Betterton will research the issue on behalf of the Council. Brandon Gray offered assistance.
Contract with Utility Services – The City decided to terminate the contract with Utility Services for water tower/standpipe maintenance. The City Clerk will determine what type of notification is required and follow up accordingly.
Firework guidelines for Independence Day (4th of July) Holiday –After Council discussion, Councilwoman Stewart made a motion to allow the discharge of fireworks within the City limits from June 30, 2018 through July 8th, 2018, with the City reserving the option to rescind if extremely dry conditions persist. Councilman Schake seconded the motion and it carried 3-0.
The current Notary Commission for City Clerk Monte Railey expires on November 13th, 2018. The Council authorized him to submit for renewal.
The next Council meeting is scheduled for 7:00 pm on Monday, July 9th, 2018 at the MCCA Building.
