6/10/13 Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on June 10, 2013, at 7:30 pm. Attending: Mayor Barry Moore, City Treasurer Lisa Webber, Water Bill Collector Brandon Gray, City Clerk Monte Railey and Councilmen Joe Selle, Lloyd Shockley and Rocky Gross. Councilwoman Smith was absent.

The meeting was called to order by Mayor Moore and minutes of the 5/13/2013 meeting were read.

Councilman Selle made motion to pay bills. It was seconded by Councilman Gross and passed 3-0.

Old Business
Mayor Moore advised the Council that Charlie Zitnik has been engaged to assist with the water project loan process. The City may not qualify for DNR or USDA loans so other options are being explored. Five years of City audits are needed. The City Treasurer will assemble audit info.

The water rate increase passed at the May meeting has been posted via the City website and hard copy flyers on at the Post Office and the MCCA Building. New rates will go in effect when the new billing software is installed. City Treasurer Lisa Webber is checking software status with Tyler Technologies and expects it no sooner than the July bills.

Mayor Moore is assembling a map of needed street paving to present to Jay Vickery for a bid.

He is also working on details of a bulk trash pick-up day with Deffenbaugh industries. Residents advised the Council that they were not allowed to drop hazardous materials at the Kansas City Hazardous material center on Deramus Street. Previously the City had been told it was available at no cost to Missouri City residents . Councilman Gross will investigate further for clarification.

City Utilities performed an inspection on the outside of the water tower. It passed, but the City was advised of the need to drain the tower for future inside inspections.

New Business
Part of the yard at 313 Bluff was mowed, but many repairs, mowing and general clean up are still needed. The property owner was identified via tax records as Dean Hayes of Hardin, MO. Mayor Moore will send a letter advising him of a two week period to complete needed work. If he does not comply, the City will have the work done, bill him, and have the Sheriff issue a citation. The neighbor to the west of the property advised the Council the current fence encroaches on his property and that he is moving the fence to reflect the correct property line.

Councilman Gross made a motion to allow fireworks within the city limits from 6/20/13 through 7/10/13. It was seconded by Councilman Shockley and passed 3-0.

A water leak on the city side of the meter at the corner of Water and Shannon streets was reported.

Mayor Moore also reported water run-off problems at the north end of Woods street. A ditch is needed there and on the east side of Stillhouse between Cemetery Hill and Main street. The Mayor will ask the Padgett Brothers for a bid.

Councilman Gross made a motion to purchase an extending chainsaw to trim trees hanging over streets. It was seconded by Councilman Selle and passed 3-0. Mayor Moore will investigate options.

City Website hosting fees are due in August. City Water Bill Collector and City Webmaster Brandon Gray will forward the bill to the Council when he receives it.

The Activity Committee will be sponsoring monthly softball games at the school ball field starting Sunday, June 24th at 3:00 pm. All are invited to participate.

Councilman Gross made a motion to post “Building permit required” signs at the city limits and the Post Office. It was seconded by Councilman Shockley and passed 3-0. The Council will be working on plans to thoroughly document and publicize regulations for building permits and moving mobile homes to town.

Councilman Shockley stressed the need to cover the equalization tube behind the Bank Museum building. Mayor Moore will get materials for repair.

Councilman Selle will see if the Norfolk Southern Railroad will repair the clogged tube behind his building on Main street that runs under Water street and the tracks.

Next meeting is scheduled for 7:30 pm on Monday, July 15th, 2013, at the MCCA Building.
