Minutes of June 22nd, 2026 City Council Special Meeting
The Missouri City, Missouri, City Council held a special open meeting at the MCCA Building on Monday, June 22nd, 2026, at 6:30 pm. Attending: Mayor Woody Owen, Clerk Julie Freeman, Council members Mickey Stewart (Ward One), Amy Jeffries (Ward Two), Jan Kohl (Ward Three), and Brian Adcock (Ward Four). Mayor Owen called the meeting to order.
A discussion of possible dates for a Floodplain Variance request were discussed allowing time for public notice and review personal conflicts for attendance. Council agreed to Monday July 13, 2026 at 6:00 PM prior to the regular council meeting.
Mayor Owen asked for a motion to postpone the open session portion of the meeting and move to a closed executive session pursuant to Missouri Revised Statute 610.021 subsection (3) for the purpose of reviewing and voting on applicants for primary and backup water operator for the Missouri City Water System.
Council person Jeffries made a motion to postpone the open session portion of the meeting and move to a closed executive session.
Council person Adcock seconded the motion.

Ward Three (Jan Kohl) – Yes
Ward Four (Brian Adcock) – Yes
Vote passed and Mayor Owen postponed the open portion of the meeting and called to order the closed executive portion of the meeting.
Candidates for Primary and Backup water operator were reviewed with contracts, services offered and DS levels discussed by the council.
Mayor Owen asked for a motion to hire Wilson Jones DS level 3 as Chief Water Operator for the Missouri City PWS.
Council Person Kohl made a motion to hire Wilson Jones as Chief Water Operator for the Missouri City PWS.
Council Person Stewart seconded the motion

Council Person Jeffries made a motion to hire Jason Wright DS level 3 as Backup Water Operator for Missouri City PWS.
Council Person Stewart seconded the motion.
