Minutes of June 2nd, 2025 City Council Meeting
The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, June 2nd, 2025, at 6:30 pm. Attending: Mayor Woody Owen, Clerk Julie Freeman, Treasurer Deanna Hufford, Council members Mickey Stewart (Ward One, Amy Jeffries (Ward Two), Jan Kohl (Ward Three), Johanna Davis (Ward Four) plus several residents.
Mayor Owen called the meeting to order. Minutes from the May 12th, 2025, meeting was read and approved.
Bills to be allowed
Council person Davis made a motion to authorize bill payment as presented. The motion was seconded by Councilperson Kohl and passed by a 4-0 vote.
Old Business
Treasurer Hufford will apply for a second city credit card from United Missouri Bank with a $500.00 limit. First application was turned down due to not having a name on the account. Reapplication will require a person chosen to be named on the account paid by the city. Mayor Owen asked Bobby Jeffries to be on the second credit card for small maintenance and fuel purchases.
Evergy Requests: Council person Kohl has confirmed that Evergy has now installed the 2 new light poles!
Tree Trimming along Public Roads: Bobby Jeffries organized a group of citizens that worked June 1st to trim trees and bushes along Stillhouse Rd from Main to Cemetery Rd and a portion of St. Bernard Rd west of Stillhouse. Thank you to Bobby and everyone who showed up to help! And thank you to Jan Kohl and everyone who donated food and time to feed the hungry workers! Great job by everyone.
City Resident Letter: Letter is on hold until the water billing issue has been resolved.
The city plaque has been repaired by Barry Moore and is in the Missouri City School library. Thank you, Barry!
The application for high-speed internet grant from the state has preliminary approval and is awaiting final approval pending funding.
Swings for the school playground: Payment for the swings has been given to the school in May.
Water System Update: Treasurer Hufford stated that we are in need of 25 more licenses to complete the water program system set up. She is reaching out to the software program to inquire of the additional cost for the additional licenses and will report back to the council. Deanna and Lani are still experiencing issue with the new system and are struggling to have a phone conversation with the help desk. Citizens are encouraged to log into the new site and add their e-mail address to receive future notifications.
Road Repairs: Vance Brothers has provided a quote for cold patch for pothole repair that is within the city’s council approved budget. An additional bid has been submitted by Tandem Paving for grading and paving of 4 streets. Council person Jeffries motioned to table the decision to accept or reject the bid from Tandem until additional bids were received. Motion was seconded by council person Kohl and approved 4-0.
Ditch Clearing: A bid to clear the ditch along Gano Street has been received from John Shea for $3000. Volunteer options were discussed. Mayor Owen will clarify estimate as a firm bid.
The new light above the church has been installed by John Tennent. Thank you, John! Additional tree trimming around the church will be looked at in the near future.
New Business
A note from Doris Selle thanking the council for flowers sent to the funeral for Joe Selle was read by Mayor Owen.
Mayor Owen informed the council of a request for a building permit to build an outdoor shooting range in the city limits. Mayor Owen asked the council for a temporary moratorium on approval of building permits pending the formation of a Planning and Zoning commission for Missouri City to receive an application for a building permit for a shooting range. The mayor will present names of citizens to be on the planning and zoning commission for the council to vote on in the next city meeting.
Jan Kohl made a motion to pass a temporary moratorium on building permits pending the formation of a planning and zoning commission for Missouri City.
Motion second by Johanna Davis.
Motion passed by a vote of 4-0.
The city auditor will attend the July meeting to inform the council about the auditing process.
Community Calendar: The next monthly Council meeting is scheduled for Monday, July 14th, 2025 at 6:30 pm in the MCCA Building.
