Minutes of 5/13/13 Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on May 13, 2013, at 7:30 pm. Attending: Mayor Barry Moore, City Treasurer Lisa Webber, Water Bill Collector Brandon Gray, City Clerk Monte Railey and Councilmen Joe Selle, Lloyd Shockley and Rocky Gross. Councilwoman Smith was absent. Citizen Wilbur Webber was in the gallery.

The meeting was called to order by Mayor Moore and minutes of the 4/8/2013 meeting were read.

Bills to be allowed:

Councilman Shockley made motion to pay bills. It was seconded by Councilman Gross and passed 3-0.


Old Business

Councilman Shockley reported that needed floodgate repairs for this season have been completed.

Work on City Pump platform has been completed. Jim Reppy requested and received confirmation of Council approval. New bricks purchased for the project but not used will be stored in the City Barn. Mayor Moore will investigate finding or replacing the historical plaque.

State Senator Brad Lager sent a letter endorsing the City’s CBDG Grant to the MWWRC (Missouri Water and Wastewater Review Committee). Mayor Moore read a letter dated 4/23/13 from Andy Papen with the MWWRC advising the City that the water system Grant was approved by the MUC Committee and has progressed to the next step of the MWWRC process. The City is now on a list of approved Grant applicants waiting for final judgement. The Council reviewed options for USDA or DNR loans listed in the letter. Lois East at 660-885-5567 x4, is the contact for USDA loan funding and Jeff Pinson at 573-751-1406 is the contact for DNR state revolving Loan Funding. Mayor Moore advised the Council that Rex Brinker recommended consulting Loan Specialist Charlie Zitnik with underwriter D.A. Davidson. The City is waiting for additional details such as if an environmental study is needed.

Rocky Gross negotiated a deal with Tyler Technologies for new Water Bill software. Basic software, maintenance, one user license and access to the online student center will cost $1,747.00, plus online training fees of $85.00 per hour. Tyler’s original quote was $2,597.00.

Councilman Shockley made a motion to purchase the package. It was seconded by Councilman Gross and passed 3-0.

The City Waterworks has been operating at a deficit for a lengthy period due to no rate increase since 1991. A study determined that an increase of $7.00 per current $10.00 of billing is needed immediately to break even. Councilman Gross made a motion to raise water rates and new meter deposits accordingly. The motion was seconded by Councilman Selle and passed 3-0. The increase will be implemented in June or July with the new water bill software. A detailed announcement will be posted prior to implementation.

 

New Business
Wilbur Webber suggested amending the City contract with Padgett Brothers to state they will be available to us for water repairs as needed. Mayor Moore advised there is no contract to amend, but that Rex Brinker is available when the Padgett’s are not.

Mayor Moore will request the Sheriff Department contact the owner of 113 Bluff regarding high weeds and other ordinance violations.

Mary Shiflett will also be contacted about cleaning debris of the old stage station.

A City sales tax was discussed, but tabled for further investigation.

The street sign at Wood and Bluff will be repaired.

Councilman Gross made motion to adjourn. Passed 3-0.

Next meeting is scheduled for 7:30 pm on Monday, June 10, 2013, at the MCCA Building.
