Minutes of 5/11/15 Council Meeting

The Missouri City, Missouri City Council held their monthly open meeting at the MCCA Building on May 11th, 2015 at 6:30 pm.  Attending:  Mayor Barry Moore, City Treasurer Lisa Webber, Water Bill Collector Brandon Gray, City Clerk Monte Railey and Council members Sydney Stewart, Joe Selle, Rocky Gross.  Councilwoman Dee Dee Adcock was not present at the beginning of the meeting, but arrived before adjournment.

Citizens Mike Stewart, Lloyd Shockley, Shyanne Adcock and Brian Adcock also attended.

The meeting was called to order by Mayor Moore and minutes of the April 13th, 2015, meeting were read and approved.

Financial reports for April 2015 were read by the Treasurer and approved by the Council.

Bills to be allowed (paid 5/11/15 unless noted otherwise):

General Funds

(4/20/14) KCP&L – $682. March billing for four city accounts

Dep. Tyler Edwards – $249.34 for April patrol

Dep. David Allen – $199.48 April patrol

Clay County Sheriff Dept.-  $39.10 for April patrol fuel

Monte Railey – $220.43 May City Clerk salary

Rockne Gross – $15.00 Council salary correction for 4/14-3/15 from April 13, 2015 meeting

Joe Selle – $288.31 28 hours of city work

Waterworks

Lisa Webber – $403.65 May City Treasurer salary

Brandon Gray – $241.55 May Water Bill Collector salary

Public Water Supply District #4 – $11,810.53 for 469000 gallons

Jim Talley – $327.48 for May Meter Reader salary plus $100.00 for ten in/outs

Lisa Webber – $25.40 for office supplies

Brandon Gray – $41.18 for four additional hours of collection activity

United States Postal Service (USPS) – $49.00 for water bill postage

Councilman Gross made a motion to pay the bills.  It was seconded by Councilwoman Stewart and carried 3-0.  Councilwoman Adcock was not present for the vote.

Old Business

Water Line Replacement Project:  Kearney Trust in Kearney , Missouri, approved a 12 month line of credit of up to $140,000.00 to cover pre-construction expenses.   Mayor Moore and City Clerk Railey met with Kearney Trust Loan Manager Barry Bishop on May 1st and signed loan documents.  Councilman Gross made a motion to authorize the Mayor and City Treasurer Lisa Webber to open a checking account with Kearney Trust to be used for project expense payments.   Councilwoman Stewart seconded the motion and it carried 3-0.  Councilwoman Adcock was not present for the vote.  The Mayor and City Clerk will attend the next monthly project status meeting with Art Akin of AGC Engineering and Grant Writer/Administrator Molly McGovern on May 21st at the AGC office.  It was noted that Surveyors have been working in town.

The 2014 Water Quality Report has been posted on the City website.  A hard copy version is also available for viewing upon request.   That information has been posted at the Post Office and will be followed up by a public notice in the Excelsior Springs Standard and the Town & Country Leader.

Standpipe Maintenance :  Cleaning of the standpipe by Utility Service was completed on April 23rd.

Street Repairs:  Mayor Moore will inquire with the Clay County Highway Department about contracting for pothole repairs

New Business

AGC Invoices:  Mayor Moore presented six invoices totaling $13,236.85 from AGC Engineering for services rendered to date regarding the water project.  Councilman Gross made a motion to allocate $13,500.00 from the Kearney Trust line of credit for payment of the invoices.     Councilwoman Stewart seconded the motion and it carried 3-0.  Councilwoman Adcock was not present for the vote.  Four signatures are required for authorization of payment:  Mayor Barry Moore, City Clerk Monte Railey, Grant Administrator Molly McGovern and Art Akin with AGC Engineering.  Mayor Moore will confirm details of the process and forward invoices to Molly McGovern for signature.

Arrangements for Water Bill Payment:   Water Bill Collector Brandon Gray will advise water customers when special arrangements have been fulfilled and billing returns to business as usual.

2015 Budget:  Mayor Moore presented a sample budget proposal to the Council for consideration.  Councilman Gross made a motion to adopt the proposed budget.  Councilman Selle seconded the motion and it carried 3-0.  Councilwoman Adcock was not present for the vote.

Girl Scout Gold Award Service project:  Shyanne Adcock advised the Council of her proposed Girl Scout Gold Award project.  She wants to develop a public walking track on school property on the condition that, upon completion, sustainability would be the responsibility of the school.  Ms. Adcock will present her proposal to the Missouri City School Board on May 12th and asked if the Council would support her plan.   Councilwoman Stewart made a motion stating support for the idea.  The motion was seconded by Councilman Selle and carried 3-0.  Councilwoman Adcock did not vote.

Councilwoman Adcock made a motion to adjourn.   The next monthly meeting is scheduled for 6:30 pm on TUESDAY, June 16th, 2015, at the MCCA Building.
