Minutes of April 10th, 2017, Council Meeting
The Missouri City, Missouri City Council held their monthly open meeting at the MCCA Building on Monday, April 10th, 2017 at 6:30 pm. Attending: Mayor Barry Moore, City Treasurer Lisa Webber, City Clerk Monte Railey, Water Bill Collector Brandon Gray and Council members Micah Schake, Joe Selle, Sydney Stewart and Rocky Gross. Art Akin with AGC Engineering and citizens Wilbur Webber, Billy Betterton and Sofia Betterton also attended.
Minutes from the March 14th, 2017, meeting and March 2017 financial reports were read and approved.

Councilman Gross made a motion to authorize payments. The motion was seconded by Councilman Schake and carried 4-0.
Old Business
Water Project: Art Akin with AGC Engineering reviewed current plans and options for scaling back the scope and cost of the project. He is updating the environmental impact report and the USDA loan application checklist. We will meet at AGC Engineering on April 17th to continue work. Art provided hand outs with the latest figures and maps for the Council to review. Mayor Moore advised the gathering that City Attorney Steven Wolcott is familiar with the USDA loan process and will handle City legal issues for the project. Dates for the next round of public hearings will be scheduled when the loan application has been submitted to USDA. Councilman Gross asked if rate comparisons for other towns in the area can be provided at the meetings
Ordinance 145: No action taken. City Attorney Steven Wolcott advised the Mayor that the ordinance will be ready for the May meeting.
Citywide Clean up days are scheduled for the weekend of April 23rd and 24th. Dumpsters will be placed at the south end of Wood Street during that time. Dumping privileges are for Missouri City residents only!
Mayor Moore is trying to schedule ditch clearing with the assistance of the Clay County Highway Department. If they are unable to help, the City will proceed without them.
The annual City Parade will be staged at 10 am on Saturday, May 6, 2017.
New Business
Mayor Moore, Ward One Councilwoman Sydney Stewart and Ward Three Councilman Rockne Gross were sworn in for two year terms.
The City water tower (standpipe) will be drained the evening of Thursday, April 13th for service on Friday, April 14th. Citizens can expect lower than normal water pressure for a 24 period beginning Thursday night.
The 2017 Operating Budget was presented by City Treasurer Lisa Webber. It is based on 2016 expenses with a five percent increase. Councilman Gross made a motion to adopt it as read. Councilwoman Stewart seconded the motion and it carried 4-0.
Major Moore advised the Council that new water meters will be purchased for use as needed.
The next monthly Council meeting is scheduled for Wednesday, May 17th, 2017, at 6:30 pm in the MCCA Building.
Councilman Gross made a motion to adjourn. Meeting adjourned.
