Minutes of April 8th, 2019, Council Meeting
The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, April 8th, 2019, at 7:00 pm. Attending: Mayor Barry Moore, City Treasurer Lindsay Eppley, City Clerk Monte Railey, Collector Brandon Gray and Council members Joe Selle, Rockne Gross, Micah Schake and Sydney Stewart.
Mayor Moore called the meeting to order. Minutes of the March 11th,, 2019 meeting were read and approved. March financial reports were not available but Mayor Moore reported on City account balances for Treasurer Lindsay Eppley, who had to leave the meeting early.

Waterworks

Councilman Schake made a motion to pay the bills. The motion was seconded by Councilwoman Stewart and passed 4-0.
Old Business
Water Project : Easement issues for the project are still being worked on by City Attorney Steven Wolcott. Letters mailed to affected property owners incorrectly referenced the City of Creighton instead of Missouri City. The City Clerk will notify Lisa Danbury with MARC for corrections. The attorney is also reviewing the USDA/CDBG contract. No announcement has been made yet regarding opening of construction bids.
Ditch Clearing: Linda Young inquired on status of the requested ditch in front of her property on Main Street. Mayor Moore advised her that work has been delayed by high water issues and will resume soon.
Contract with Clay County Sheriff for law enforcement: City Attorney Steven Wolcott is waiting for a corrected contract from the Sheriff’s Department for City law enforcement. Deputies are working under terms of the old contract until a new agreement can be reached.
New Streetlight: Mayor Moore confirmed 712 Gano as location for installation of new light.
2019 Spring Clean Up days: The Mayor and Council declared April 27th and 28th, 2019, as City Clean Up Days. Councilwoman Stewart will arrange for dumpster placement by Waste Management on April 26th. This will provide an opportunity to tidy up town prior to the May 4th Parade
Street Surfaces: The City is compiling a list of locations that need immediate pothole repairs.
New Business
The Council viewed a letter from Clay County Assessor Cathy Rinehart regarding potential problems with valuation hearings due to volume and staffing issues. The number of value changed notices has nearly tripled since 2015 and staffing has not.
Mayor Moore advised the Council of notification received from the US Census Bureau requesting verification of the annexation date of a parcel of land west of the power plant property. The Mayor has checked with Clay County Mapping and will research City records. He also verified that none of the old power plant property is within the City limits
The next Council meeting is scheduled for 7:00 pm on Monday, May 13, 2019, at the MCCA Building.
Councilman Gross made a motion to adjourn that was seconded by Councilman Schake. Meeting adjourned.
