                 Minutes of April 13th, 2026 City Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, April 13th, 2026, at 6:30 pm. Attending: Mayor Woody Owen, Clerk Julie Freeman, Council members Mickey Stewart (Ward One), Amy Jeffries (Ward Two), Jan Kohl via phone conference (Ward Three), and Brian Adcock (Ward Four), plus several city residents. Mayor Owen called the meeting to order. Minutes from the March 9th, 2026, council meeting was read and approved. Financials for March were reviewed with the council.

Bills to be allowed:

Council person Jeffries made a motion to approve bill payment as presented.  The motion was seconded by Council person Adcock and passed by a 4-0 vote.

Old Business:

Ditch Clearing on Gano St: Completed.  

Shed Floor: Work on the shed has begun. Corner post has been replaced.

Water system billing and management update:  Mayor Owen met with Jeff Decker of Decker Construction for future maintenance of our water services and testing for 2027 and beyond. Mr. Decker and his company is not in a position to sign a service agreement at this time.  Mayor Owen will continue to look for a certified water operator for next year.

Reporting of the water survey letter sent to residents was not received by the Missouri Department of Natural Resources by the deadline.  New letters will be sent by July 1st to meet reporting requirements for last year and this year.  Letters will need to be sent annually for the next 10 years.

The CCR water report is now available for viewing at the community center, post office, the school, and on the Missouri City website.  You can also view and print a copy at  www.dnr.mo.gov/ccr/MO1010532.pdf     Publication of how to view or get a copy of the Report was printed on April 15th, 2026 in the Town and Country Leader newspaper and on April 17th, 2026 in the Excelsior Springs Standard.  Paper copies may be obtained by writing to: Missouri City Water Department PO Box 32 Missouri City, Missouri 64072.

City bobcat repair:  Steve Thompson agreed to work on the second track motor.  The estimate for cost is $900 for the motor and $200 labor. Council person Jeffries made a motion to approve the cost of repair.  The motion was seconded by Council person Stewart and passed by a 4-0 vote.

New combination locks for the community center have been installed.  

Community Center Contract:  The rental contract will be updated for final review for the May meeting.

Mayor Owen is working with Treasurer Hufford on the application to the state of Missouri to receive any collected sales and use tax. A vote will be needed at a future election to receive these tax revenues.

Mayor Owen contacted the city attorney to determine if the city can repair the sidewalk in front of the fire department.  The city can move forward with the sidewalk improvement provide notice is given to the Fire department.  

The fire department plans to install a new cement floor inside the building and we will work with them to coordinate the timing of both improvements.

Mayor Owen contacted Ozark Applicators for water tower cleaning estimate. Ozark Applicators submitted a 5-year contract that includes water tower internal and or external inspection yearly, washout once every three to five years and additional maintenance not to exceed 4 hours per year. for a total of $1,450 a year with additional work costing an additional $450/hr. Council person Adcock made a motion to approve bill payment as presented.  The motion was seconded by Council person Stewart and passed by a 4-0 vote. 

Flood gate repair has been assessed and three gates need work done to the bolts.  The fourth drain needs a gate or another device to prevent back flow. 

The search for a salt spreader replacement is ongoing.

Mayor Owen is working to secure bonding for the mayor and water collector.

No update on the application to renew the city’s tax-exempt status with the state.

The city clerk will apply for the SAM.com access. 

Contract language relating to insurance requirements included in the Sheriffs Deputies contract will be updated for the next contract renewal.

New Business :

Council sworn in: Council persons Amy Jeffries and Brian Adcock were sworn in to represent Wards Two and Four respectively. 

Mayor Owen will appoint two new Planning and Zoning committee members for replacement of the one-year term members.

Community Calendar: The next monthly Council meeting is scheduled for Monday, May 11th, 2026 at 6:30 pm in the MCCA Building.
