Minutes of April 10th, 2025 City Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Thursday, April 10th, 2025, at 6:30 pm.   Attending:  Mayor Barry Moore, Clerk Julie Freeman, Council members Mickey Stewart (Ward One), Jan Kohl (Ward Three), Johanna Davis (Ward Four), City Chief Information Officer (CIO) Paul “Woody” Owen plus residents Corey Freeman, Danny and Lonni Bush, Monte Railey, Bobby and Amy Jeffries, Susan Moore, and Brian Adcock.  Ward Two Council person Joe Selle was unavailable.  

Mayor Moore called the meeting to order.  Minutes from the March 10th, 2025, meeting was read and approved.

Bills to be allowed

Council person Davis made a motion to authorize bill payment as presented.  The motion was seconded by Councilperson Stewart and passed by a 3-0 vote.

Old Business

City Phone Changes:  Councilperson Jan Kohl will work with city clerk Julie Freeman to complete the additional paperwork needed to get the account in Julie’s name.  

Website and IT Support:  CIO Owen and Mayor Moore discussed with the group that the water bill pay website is not working and it is an issue with the new water payment system software.  Lonnie Bush also expressed concern that online water payments made by credit card are not visible to her in the new system.  It was determined again that it is an issue with the new water system software and is not an issue with the Missouri City website link. Other cities are reported as having the same issue. Until this is fixed, she asks that the citizens do not make online water payments.

Treasurer Hufford has applied for a second city credit card from Bank of Orrick and will let the city know soon if accepted.

Evergy Requests:  Council person Kohl spoke with Evergy and was able to get a new request submitted for the two new light poles in town.

Tree Trimming along Public Roads:  Mayor Moore has not been able to get another bid for the project.  This may become a city group effort to clear trees and bushes along roadways within the city. Ideas for plants to fill in where trees still need to be decided.   

City Resident Letter: Council person Kohl presented a sample letter to the council.  This is put on hold for now.

Water main line surveys were collected for a total of 60 homes in the city.

A new city plaque will be made and put back where the old one was placed.

The spring city dumpsters have been scheduled for April 19th and 20th.

A new sheriff contract for $50/hr. + 70 cents a mile was presented to the council.  Council person Kohl made a motion to authorize the contract as presented.  The motion was seconded by Councilperson Stewart and passed by a 3-0 vote.

There is no news on the high-speed internet grant yet.  However, a state decision is expected in April.

Cleaning of ditches will be assessed and those needing the most attention will be cleaned soon.

There were no votes received for ward 2 councilperson during the April 8th election.  The new city council will look to appoint someone for 2025.

Council sworn in:  Mayor Paul (Woody) Owen, Councilpersons Micky Stewart and Jan Kohl were sworn in to represent Wards One and Three respectively.

New Business

Fry Equipment has reached out to Monte Railey concerning the swings at the school that are not in proper working order and is becoming an insurance concern.  He has suggested replacing 4 swings that will have a cost of no more than $500.  The building and playground are owned by the city.  Councilperson Davis will speak with Theresa at the school to see if the school can also contribute to the expense.  

The next monthly Council meeting is scheduled for Monday, May 12th, 2025 at 6:30 pm in the MCCA Building.
