Minutes of March 14th, 2017, Council Meeting

The Missouri City, Missouri City Council held their monthly open meeting at the MCCA Building on Tuesday, March 14th, 2017 at 6:30 pm.  Attending:  Mayor Barry Moore, City Treasurer Lisa Webber, City Clerk Monte Railey, Water Bill Collector Brandon Gray and Council members Micah Schake, Sydney Stewart , Joe Selle, Sydney Stewart and Rocky Gross.  Citizens Wilbur Webber, Jay Jackson, Bob Tarver, Belinda Tarver, Brian Adcock, Charlie Myers, Billy Betterton and Sofia Betterton also attended.

Minutes from the February 16th, 2017, meeting and February 2017 financial reports were read and approved.

Bills to be allowed (paid March 14th, 2017, unless noted otherwise)

General Funds

(3/2/17) Clay County Borard of Election Commissioners – $303.31 for 4/4/17 municipal election

Cpl. Tyler Edwards – $149.61 for six hours of February patrol

Dep. David Allen – $199.48 for eight hours of February patrol

Clay County Sheriff’s Dept. – $35.31 fuel for February patrol (66 miles)

Monte Railey – $220.43 March City Clerk salary

Orrick Gas – $304.00 propane for MCCA Building

Monte Railey – $44.20 reimbursement for printer cartridge used for City documents

Waterworks

(3/2/17) Kearney Trust Co. – $308.28 interest on water project credit line through 2/21/17

PWSD #4 – 1,274.00 water from 1/27/17-02/24/17 (325,000 gallons)

Deffenbaugh Industries – $1,815.00 February trash pick up

Lisa Webber – $403.65 March salary City Treasurer

Brandon Gray – $241.55 March salary Water Bill Collector

Councilman Schake made a motion to authorize payments.  The motion was seconded by Councilwoman Stewart and carried 4-0.

Old Business

Cpl. Tyler is working with the Norfolk Southern Railroad to establish communication contacts in order to further citizen questions regarding crossing the tracks for river access.  Mayor Moore spoke with an Army Corps of Engineers representative, who advised him they were not aware the Railroad was blocking access.  Interested parties were encouraged to compare property abstracts with Clay County records to support their cases.

Cpl Edwards advised the Council that abatements have been issued under Ordinance 144 (Nuisance).  He will follow up.

Water Project:  Mayor Moore advised the gathering of events leading up to the decision to pursue a USDA Loan for the project instead of via MO DNR.  Sofia Betterton asked if the there is a backup plan in the event of a natural disaster or severe attrition of the City’s population.  The Mayor responded that terms of the loan can be readdressed if that were to occur.  Councilman Gross also expressed concern regarding the viability of the project over the life of a loan.  Billy Betterton asked if the City could obtain insurance in case of default or emergency.  The City will check on availability.

City Treasurer Webber and City Clerk Railey will meet with Art Akin at AGC Engineering on March 24th, 2017, to continue work on the forms checklist for the USDA loan application.   Lisa Danbury with MARC is also expected to attend.  Councilwoman Stewart volunteered to assist if needed.  Jay Jackson asked if the USDA redlining of our area for residential loans affects our loan application.  Mayor Moore will investigate.

City Hall repairs: Councilman Schake advised the group that he will be continuing siding repair work as schedules and weather allows.  Councilman Selle asked if the Council had considered hiring someone to finish repairs.  The question was tabled for further research and discussion.

Ordinance 145:  No action taken.  City Attorney Steven Wolcott is working on Ordinance #145 to revise speed zones in town.

New Business

Jay Jackson brought a historical plaque found by a farmer in a local field.  The plaque was issued in 1976 by Clay County to commemorate the City’s historical names as part of the nation’s Bi-Centennial activities.  It was stolen some years ago from its post by the City pump stand on Main Street.  The Council and attending group agreed to have it displayed inside of the School for security reasons.

The City Clerk reminded the group of the April 4th, 2017 Municipal election.  Candidates for Mayor and Council members for Wards One and Three will be on the ballot.

5/6/17 Parade: the annual City Parade will be staged at 10 am on Saturday, May 6, 2017.

Clean Up weekend:  To help prepare for the parade, dumpsters will be placed at the south end of Wood Street the weekend of April 21st.  Dumping privileges are for Missouri City residents only!

The next monthly Council meeting is scheduled for Monday, April 10th, 2017, at 6:30 pm in the MCCA Building.

Councilman Gross made a motion to adjourn.  Meeting adjourned.
