Minutes of March 11th, 2019, Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, March 11th, 2019, at 7:00 pm.  Attending:  Mayor Barry Moore, City Treasurer Lindsay Eppley, City Clerk Monte Railey, Collector Brandon Gray and Council members Joe Selle, Rockne Gross, Micah Schake and Sydney Stewart.  Residents Jay Jackson, Wilbur Webber, Denny Roberts and Cindy Roberts also attended.

Mayor Moore called the meeting to order.  Minutes of the February 19,, 2019 meeting were read and approved.  February financial reports were not available but Treasurer Lindsay Eppley reported on  balances for City accounts.

Bills to be allowed:

General Funds

Monte Railey – $236.98 March Clerk salary

Joe Selle – $132.98 city hours for snow removal

Orrick Gas – $608.00 propane fill at MCCA Building

O’Reilly Auto Parts – $438.57 parts for City truck repair

Matt Jones – $350.00 labor for City truck repair

Waterworks

PWSD #4 – $1,752.98 water 1/22/19-2/26/19 (409,000 gallons)

Brandon Gray – $292.38 March salary Water Bill Collector plus 1.97 additional hours and 22 miles

James Talley Jr – $252.78 March salary Meter Reader

Kearney Trust Co. – $935.51 interest on water project pre-construction credit line through 2/20/19

Waste Management – $1,815.00 February curbside trash service

Lindsay Eppley – $433.93 March salary City Treasurer

Councilman Schake made a motion to pay the bills.  The motion was seconded by Councilwoman Stewart and passed 4-0.

Old Business

Water Project :  Easement issues for the project are being handled by City Attorney Steven Wolcott.  Mayor Moore advised the Council that public notices will be issued around April 1st, 2019, regarding opening of construction bids thirty days following the notice date.  After another thirty day period to accept bids, proposals will be reviewed and contracts issued.  AGC Engineering thinks we are on track to begin construction as early as July of this year.  Lisa Danbury with MARC is preparing follow up letters to Tribal Entities that were previously advised by letter of the project and asked if sacred or historical areas would be disturbed.  No response was received from any of the tribes so the follow up letters will be sent to advise of the project proceeding.  A public meeting to review project status with residents will be scheduled after the bidding process begins.

Ditch Clearing:  Clearing of ditches will begin this month starting on Woods Street.  Brush will be cleared along Stillhouse Road as well.

New Street Lights:  Dennis and Cindy Roberts advised the Mayor and Council that they would prefer new streetlights not be placed on the north end of Walnut Street.

Contract with Clay County Sheriff for law enforcement:  City Attorney Steven Wolcott is negotiating a new contract for City law enforcement with the Clay County Sheriff’s Department.

April 2nd City Election:  The City Clerk reminded the gathering of the April 2nd, 2019 City election.  Incumbents for Mayor and Council seats for Wards One and Three are running unopposed.

New Business

2019 Spring Clean Up days:  The Mayor and Council declared April 20th and 21st, 2019, as City Clean Up Days.  Councilwoman Stewart will arrange for dumpster placement by Waste Management on April 19th.  This will provide an opportunity to tidy up town prior to the May 4th Parade.

Updated Contacts:  Brandon Gray polled the Mayor and Council about updating Contact information on the City Website (missouricitymo.gov) by adding contacts and links to other community groups such as the school, churches, lodges in town.  The idea was discussed and approved.

The next Council meeting is scheduled for 7:00 pm on Monday, April 8, 2019, at the MCCA Building.

Councilman Gross made a motion to adjourn that was seconded by Councilwoman Stewart.  Meeting adjourned.
