Minutes of March 13, 2023, City Council Meeting
The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, March 13, 2023, at 7:00 pm. Attending: Mayor Barry Moore, Clerk Monte Railey, Council members Mickey Stewart (Ward One), Joe Selle (Ward Two), Jan Kohl (Ward Three) and Johanna Davis (Ward Four). Residents Danny and Lani Bush were also present.
Mayor Moore called the meeting to order. Meeting minutes from the February 16, 2023 meeting were read and approved.

Councilwoman Davis made a motion to pay the bills that was seconded by Councilman Stewart. The motion passed 4-0.
Old Business
Ditch Clearing and culvert clearing: Councilman Stewart advised the council he is
making arrangements with an area farmer to clear ditches and culverts in town. The individual has the needed equipment and expects to work on the project as time allows after spring planting is finished.
Potholes: Coldpatch will be ordered to fill potholes as spring weather allows.
Water Bill Collector: Marsha Metcalfe has resigned as Water Bill Collector. Lani Bush has been named her successor. Brandon Gray will train her. A new laptop for the collector has been purchased and is being set up by Brandon. Brandon will continue as IT person. He and Mayor Moore will discuss compensation for IT duties.
Swings for River Park: Councilwoman Davis has been researching options for adding swings for larger children and adults in River Park. Her latest find was two swings for $7,326.00. After brief discussion the council decided to continue searching for more inexpensive equipment.
Christmas Decorations: Councilwoman Davis has also been researching options and prices for Christmas decorations for Main Street. She reported on finding decorations ranging from $500.00 to $2,000.00 each plus the expense of hardwiring poles for electricity. The Council decided that was unfeasible. Councilwoman Davis advised the council of another possibility involving lines on poles to accommodate changeable seasonal banners. The Council decided to pursue that option.
Parade Flags: Councilwoman Davis asked who is responsible for the flags set out on parade day, citing wear and tear as a concern. Mayor Moore advised her that he thinks the flags were purchased with PERC funds but that the city could assist with replacement costs if necessary.
Front door of City Hall: An estimate of replacement costs is needed.
New Business
City Employee Wages: After reviewing current wage rates for paid city positions, possible raises were discussed. Wages were last increased in 2020. After discussion Councilwoman Davis made the following motion; to increase the monthly salary for Clerk and Meter Reader to $350.00, Treasurer to $600.00 per month. The salary for Water Bill Collector will remain at $455.00 for now with a review after Lani determines how much time is required monthly. And to raise the hourly labor rate to $19.00. Councilwoman Kohl seconded the motion and it carried 4-0. These changes will be effective with March wages.
Spring Cleanup Days: The Council set spring cleanup days for the weekend of April 28th. Three forty yard dumpsters will be placed in front of the city garage for the weekend. They can be used for large, non-toxic items not picked up curbside.
The next monthly meeting is scheduled for Monday, April 10, 2023, at 7:00 pm in the MCCA Building.
