Minutes of March 11th, 2024 City Council Meeting
The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, March 11th, 2024, at 6:30 pm. Attending: Mayor Barry Moore, Clerk Monte Railey, Council members Joe Selle (Ward Two), Jan Kohl (Ward Three) and Johanna Davis (Ward Four). Mickey Stewart (Ward One) was absent. Sergeant Tyler Edwards with the Clay County Sheriff Department and residents Tommy Lou McKown, Danny Bush, Cassidy Russell and Kevin Street also attended.
Mayor Moore called the meeting to order. Minutes from the February 12th, 2024 meeting were read and approved.

Councilperson Selle made a motion to authorize payment of the bills as presented. The motion was seconded by Councilperson Davis and carried by a vote of 3-0.
There were people in attendance with new business so the Council switched the meeting order and heard new business first.
New Business
Discussion of February 23, 2024 incident at Missouri City Elementary: Residents in attendance were upset about the February 23rd, 2024 attempted intruder incident at the school and discussed how to ensure the Clay County Prosecutor is aware of the severity of the incident and the communities’ concern for public safety and extreme frustration multiple issues with the defendant. Sergeant Edwards explained court protocol and legal procedures. He explained that community concerns are usually presented at sentencing hearings. Citizens of Missouri City have asked if the city attorney, Steven Wolcott, can represent citizens interests in this case. Councilperson Davis made a motion to authorize Mr. Wolcott to represent the citizens of Missouri City in this matter. The motion was seconded by Councilperson Selle and passed 3-0.

Old Business
Fire Station Repairs: The City has now received four bids for roof repairs. Each were reviewed briefly. Mayor Moore will provide copies of the bids for council members to study further before a vote in April.
City Hall Doors: The compromised check situation is being resolved and the door is being manufactured. As a result of the situation, the City will use Preferred Checking going forward, which requires the Mayor and Treasurer to verify daily checking activity to ensure all checks are legitimate.
Ditch clearing: Work continues on Main and St Bernard streets. Ditches near the school are planned next. Dirt from the ditches is piled beside the brush pile at the south end of Woods street and is available to the public.
Changes to City Phone line: Councilperson Kohl is continuing to research options to move telephone number 816 750-4481 from the Clerks home phone to a city cell phone account. It is currently the home phone number of the City Clerk and has been used over ten years in lieu of not having a full time open and staffed City Hall. Making the change would enable the number to move with future Clerks as needed.
The next monthly meeting is scheduled for Monday, April 15th, 2024 at 6:30 pm in the MCCA Building.
