Minutes of 2/2/2015 Council Meeting
The Missouri City, Missouri City Council held their monthly open meeting at the MCCA Building on February 2nd, 2015 at 6:30 pm. Attending: Mayor Barry Moore, City Treasurer Lisa Webber, Water Bill Collector Brandon Gray, City Clerk Monte Railey and Council members Joe Selle, Rocky Gross and Dee Dee Adcock. Councilwoman Schelley Sue Smith was absent.
Citizens Micah Schake and Lloyd Shockley also attended.
The meeting was called to order by Mayor Moore and minutes of the December 12th, 2014, meeting were read and approved. The 1/12/2015 meeting was cancelled for lack of a quorum.
Financial reports for December 2014 and January 2015 were read by the Treasurer and approved by the Council.

General Funds

Bill Slater – $20.00 cleaning of MCCA Building in December and January
Steven Wolcott – $227.50 invoice 15568, meeting and court appearance
Joe Selle – $294.77 January hours for Snow removal and street work
Monte Railey – $21.58 for printer cartridge used for City business
Waterworks
Lisa Webber – $403.65 February City treasurer salary
Brandon Gray – $241.55 February Water Bill Collector salary
Public Water Supply District #4 – $1,633.86 water 12/22/14-1/25/15
Jim Talley – $290.64 February Meter Reader salary
Councilman Gross made a motion to pay the bills. It was seconded by Councilwoman Adcock and passed 3-0.
Old Business
Councilman Selle advised the Council that rusty pedals on the City bobcat have been lubricated.
Councilman Gross advised the Council of the need for patching on Cemetery Hill Road. Work will be done as weather allows.
The City Clerk advised the meeting of filings for the Spring 2015 election. Mayor Moore and Ward Three Councilman Rocky Gross filed for reelection to two year terms. No one filed for the Ward One Council seat. The April 7th, 2015 ballot will provide a write-in space. If there is no write-in candidate, the Council will appoint a city resident to serve the two year term.
Water Project: The City is waiting for ordinance and resolution language and reference numbers needed for the DNR application from City Attorney Steven Wolcott. The Mayor, Clerk and Treasurer are working on the DNR Due Diligence Questionnaire. A public hearing regarding environmental impact of the project will be held following the 3/9/2015 Council meeting. Mayor Moore met with Art Akin of AGC and Grant Writer/Administrator Molly McGovern on 1/22/2015 at the AGC office for the monthly project status meeting. The next meeting is scheduled for 2/19/2015. The City is still waiting for Bank Midwest to approve a line of credit for pre-construction expenses. The line of credit for preconstruction expenses will be reimbursed by DNR loan funds once construction commences.
New Business
The 10/12/2014 DNR audit of the City water system resulted in two citations: One for low chlorine levels and another for improper screen size on the downspout of the standpipe. The Mayor advised the Council that the chlorine issue has been corrected by our supplier and the downspout screen has been referred to Utility Services for replacement per our service contract. The City will send letters to water customers explaining the citations and related corrections.
The City truck needs new tires. Councilman Gross made a motion to authorize Joe Selle to spend up to $1,000.00 for replacement tires. The motion was seconded by Councilwoman Adcock and passed 3-0.
Councilman Selle will check salt/sand levels for the streets and order more if necessary. He will also obtain a tarp to cover the supply.
A motion to adjourn was made by Councilwoman Adcock and seconded by Councilman Selle. Meeting adjourned.
Next meeting is scheduled for 6:00 pm on Monday, March 9th, 2015, at the MCCA Building.
