Minutes of February 9th, 2026 City Council Meeting
The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, February 9th, 2025, at 6:30 pm. Attending: Mayor Woody Owen, Clerk Julie Freeman, Council members Mickey Stewart (Ward One), Amy Jeffries (Ward Two), Jan Kohl (Ward Three), and Brian Adcock (Ward Four), plus several city residents. Mayor Owen called the meeting to order. Minutes from the January 12th, 2025, meeting was read with a correction to the meeting date, and that residents should contact Lani Bush for online water bill access.
Bills to be allowed
Council person Kohl made a motion to approve bill payment as presented. The motion was seconded by Council person Adcock and passed by a 4-0 vote.
Old Business
Ditch Clearing on Gano St: No update
Shed Floor: Work to move items in the shed have begun. Repairs to support posts have been completed so that the laying of the concrete can begin.
Water system billing and management update, Mayor Owen is exploring options with Decker Construction to help maintain our water testing and services for 2027 and beyond.
The city Bobcat Repair: Steve Thompson has completed the work, but the opposite motor is weaker than the replaced motor. Bobcat has been returned for city use.
New combination locks for the community center have been purchased and will be installed soon.
Community Center Contract: The rental contract was reviewed by the council and will need a few updates before it is ready to use.
Mayor Owen is working with Treasurer Hufford on the application to the state of Missouri to receive any collected sales and use tax.
Mayor Owen has been reviewing city records and will work with the city attorney to determine if the city can repair the sidewalk in front of the fire department. The building maintenance is the responsibility of the Fishing River Fire Department, but the side walk is part of the easement. No updates at this time.
Mayor Owen has reached out to Ozark Applicators, last company that cleaned the water tower, for an estimate. He will reach out to Rex Brinker for recommendations for additional service providers. No updates.
Flood gate repair is still underway.
The 2026 budget was reviewed by the council. Council person Jeffries made a motion to approve the 2026 budget as presented. The motion was seconded by Council person Adcock and passed by a 4-0 vote.
The current salt spreader is experiencing difficulties functioning properly. Danny Bush and Mayor Owen will look at options for replacement while they will hope to keep the current one going through the remainder of the winter.
Mayor Owen has received bonding for the Treasurer for $100 a year that will cover up to $10K. The bonding for the mayor and water collector will be separate and options are still being explored.
New Business
Mayor Owen is working on renewing the city’s tax-exempt status with the state.
