Minutes of January 13th, 2020, Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, January 13th, 2020, at 7:00 pm.  Attending:  Mayor Barry Moore, Clerk Monte Railey, Collector Brandon Gray and Council members Sydney Stewart, Joe Selle, Rockne Gross and Micah Schake.  Brian Adcock, Bob Tarver, Belinda Tarver and Linda Young were also present. , Treasurer Lindsay Eppley was ill and did not attend.

Mayor Moore called the meeting to order.  Minutes of the December 9th, 2019 monthly meeting were read and approved.  December financial reports were not available due to the Treasurer’s absence.

Bills to be allowed (Paid January 12th, 2020, unless noted otherwise)

General Fund:

Monte Railey – $236.98 January salary City Clerk

Bill Slater – 10.00 for cleaning MCCA Building

Missouri Department of Revenue – $113.93 filing fee

Tyler Technologies – $387.89 annual software maintenance

Excelsior Spring Standard – $54.00 Spring 2020 election notice published in paper

Work Zone – $602.10 road signs for entrance to Capitol Sand (old power plant property)

Ferrellgas – $65.00 yearly tank rental

O’Reilly’s – $7.84 truck supplies

Waterworks:

(12/27/19) Waste Management – $3,598.68 final balance due from contract that ended December 31st, 2019

(12/27/19) Kearney Trust Co. Trust (water project pre-construction credit line) – $1,104.05 interest

PWSD #4 – $1,211.14 water 11/27/19-12/23/19 (287,000 gallons)

Jim Talley – $252.78 January salary Meter Reader

Brandon Gray – $259.68 January salary Collector

Lindsay Eppley – $433.94 January salary Treasurer

Councilman Gross made a motion to pay the bills that was seconded by Councilwoman Stewart.  The motion passed 4-0.

Old Business

Water Project:  Easement legal packages were hand delivered to all affected property owners by Mayor Moore.  He will obtain notarized signatures on the HUD Easement form to be filed with City Attorney Steve Wolcott.  The easement packages contain forms for use to donate property.  Those seeking compensation will begin the appraisal and negotiation process with the City Attorney.  To date, two property owners are donating easements and two are seeking compensation.  Lisa Danbury with MARC (Mid America Regional Council) advised the Council that she is readying environmental review paperwork for approval and will provide a copy of the archeological survey performed by K&K Environmental Engineering to the Osage Tribe per their request.  Jana Brandt with USDA e-mailed a list of tasks to be completed and who is responsible for each.  All are being worked and near completion.  Per Lisa, Jana advised Art Akin with AGC Engineering that we are close enough for him to begin submitting construction plans for approval.  Tree clearing on easements must be done prior to March 31st, 2020, to avoid issues with bat breeding.  Lisa Danbury will check with Art Akin for options.  The US Fish and Wildlife agency must approve any deviation.

City Treasurer:  Deanna Korondi informed Mayor Moore that’s she cannot take the City Treasurer position at this time.  Current Treasurer Lindsay Eppley has previously advised the Council of her desire to leave.  After discussion, the issue was tabled until a special closed meeting scheduled for 6:30 pm on Monday, January 20th, 2020.

New Business

The local Complete Count Committee for the 2020 Census (comprised of the four Council members and the City Clerk) will have a planning session after the January 20th special closed meeting.

Linda Young reported feral cats in the west end of down town.  The situation will be monitored.

The next open monthly Council meeting is scheduled for 7:00 pm on Thursday, February 13th, 2020, at the MCCA Building.

Councilman Gross made a motion to adjourn that was seconded by Councilwoman Stewart.  Meeting adjourned.
