                 Minutes of January 12th, 2026 City Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, January 12th, 2026, at 6:30 pm. Attending: Mayor Woody Owen, Clerk Julie Freeman, Council members Mickey Stewart (Ward One), Amy Jeffries (Ward Two), Jan Kohl (Ward Three), and Brian Adcock (Ward Four), plus several city residents. Mayor Owen called the meeting to order. Minutes from the December 8th, 2025, meeting was read and approved with a correction to the year of the next city meeting from 2025 to 2026.

Council person Kohl made a motion to approve bill payment as presented.  The motion was seconded by Council person Stewart and passed by a 4-0 vote.

Old Business

City Water Department Website: The “Services” link on the city website site is now updated with instructions to provide an email address to the water department if residents would like online bill pay and email billing. All water accounts with email addresses for contact have been sent “invitations” to access accounts online and set up online bill pay.  If you have not received the e-mail invitation and or would like online access, please call Lani Bush (to provide your email address) at (816)718-4452. 

Ditch Clearing on Gano St: Old pipe is exposed and will need the bob cat once repaired to remove it.  

Shed Floor: Work to move items in the shed so that concrete can be laid will begin after road repairs and other work around the town are complete. 

The city Bobcat Repair:  Steve Thompson has completed the motor work and is currently working on the safety bar and painting.

New combination locks for the community center have been purchased and will be installed soon.

Community Center Rental:  Rentals will be coordinated through Amy Jeffries. Sue Selle has requested to retire from coordinating rentals. The city thanks her for her service over the years. Cost to citizens of Missouri City will be $50 for up to 4 hrs. with a $100 deposit.  Additional rental instructions will be posted on the city website, post office, and community center soon.

Mayor Owen is working with Treasurer Hufford on the application to the state of Missouri to receive any collected sales and use tax.

Mayor Owen is reviewing ordinances to determine if the city can repair the sidewalk in front of the fire department.  The building maintenance is the responsibility of the Fishing River Fire Department , but the side walk is part of the easement.  

Mayor Owen has reached out to Ozark Applicators, the last company that cleaned the water tower, for an estimate. He will reach out to Rex Brinker for recommendations for additional service providers.

Flood gate repair is still underway.  

The 2025 financials were reviewed along with additional updates to the 2026 budget.  The 2026 budget will be finalized once estimates for the water tower cleaning and salt spreader are received in February.

New Business

Council person Kohl declined to continue as mayor pro tem stating that she accepted the position prior to Mayor Owen’s election. Council person Mickey Stewart has been nominated as mayor pro tem by councilperson Adcock and seconded by councilperson Jeffries.  Appointment passed with a 3 yes vote with council person Stewart abstaining.

The current salt spreader is experiencing difficulties functioning properly.  Danny Bush and Mayor Owen will look at options for replacement.

Mayor Owen is looking at options for bonding for the mayor,  treasurer and water collector positions for coverage of the city assets, not just the FDA. 

A motion was made by council person Kohl to give Mayor Owen approval to invest city and water excess cash into CD’s with more favorable rates than what is currently being given.  This motion was seconded by council person Jeffries and passed with a 4-0 vote.

The next monthly Council meeting is scheduled for Monday, February 9th, 2026 at 6:30 pm in the MCCA Building.
