Minutes of 7/15/13 Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on July 15, 2013, at 7:30 pm. Attending: Mayor Barry Moore, City Treasurer Lisa Webber, Water Bill Collector Brandon Gray, City Clerk Monte Railey and Councilmen Joe Selle, Lloyd Shockley and Rocky Gross. Councilwoman Smith had advised Mayor Moore of being out of town.

The meeting was called to order by Mayor Moore and minutes of the 6//10/2013 meeting were read.

Councilman Shockley made motion to pay bills. It was seconded by Councilman Gross and passed 3-0.

Old Business
Mayor Moore advised the Council that he had advised Councilwoman Schelly Sue Smith of the wrong date for the June meeting, causing her to miss the 6/10/13 session. He asked that the absence not be counted against her as a result. She did come to the MCCA building on 6/12/13 as instructed by the Mayor.

The bulletin board for City notices has been installed on the pole to the East of the Post Office entrance. Going forward, City notices will be posted there as well as on the City website.

Cold pack filling of potholes has started. Council gross advised the Council that residents of Cemetery Hill want repairs immediately on large holes at the foot of the hill.

New water bill software has been installed and customer information is being loaded. City Treasurer Webber advised the Council that she expects the new format and rates to be in effect for August bills.

Registered letters were sent to owner of property at 405 Main and 313 Bluff. The letter for 405 Main sent to Lisa McHenry was returned for an invalid address. Citizen Rick Covey advised the Council that part of the lot has been mowed and that he is making arrangements with the property owner to purchase the lot.

The City has yet to receive Postal Service notification about the letter regarding 313 Bluff sent to property owner Dean Hayes, but neighbors Brian Adcock and Wilbur Webber reported that Mr. Hayes showed them the letter as he was beginning mowing and clean up. The City will follow up to ensure work is completed.

The Council discussed the building permit process and how to publicize FEMA Flood Plain Mitigation guidelines. Councilman Shockley presented a public notice stating criteria for building or moving a residence to Missouri City. The issue was tabled for further research.

New Business
Rick Covey asked if the City could have soil samples taken in town to verify there is no hazardous leaching from the BFI landfill. Mayor Moore will check with the EPA.

Sue Hart advised the Council of intention to have a yard sale. She was told Council approval isn’t needed.

Jay Jackson asked permission to mow along the asphalt strip on old 210 over the west bluff. He was advised that the property is owned by MODOT.

Councilman Gross offered to maintain grass inside of fence around the water tower. Mayor Moore will provide him with a key for access.

The City emergency siren is not working. The County contacted Blue Valley about a service visit. They have done previous repairs.

Mayor Moore will investigate two trailers parked on City property; one behind the barrier at the south end of North Walnut (north of (210) and another west of Wood Street across from west Talley Alley.

The Mayor will also check with City Attorney Steven Wolcott regarding what type of information the City can obtain from water customers for deposit purposes.

A special once a year water sample will be taken in October at Councilman Gross’ residence.
