Minutes of 4/8/13 Council Meeting
The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on April 8, 2013, at 7:30 pm. Attending: Council members Barry Moore (serving as Mayor Pro-tem), Joe Selle, Lloyd Shockley, Monte Railey (also serving as City Clerk, City Treasurer Lisa Webber and Water Bill Collector Brandon Gray. Citizens Joel Morgan, Marcia Deal, Wilbur Webber and Dennis Roberts were in the gallery.
The meeting was called to order by Mayor Moore and minutes of the 3/11/2013 meeting were read.

Councilman Shockley made motion to pay bills. It was seconded by Councilman Selle and passed 4-0.
Old Business
Jim Reppy has engaged a bricklayer to repair the base of the City Pump on Main Street. Work will be done as weather permits. Mayor Moore will contact the Clay County Historical Society about a new plaque.
The contract with AGC for the water project has been amended per City Attorney Wolcott. The amended contract was signed by Mayor Moore. The city retained two copies and delivered one to AGC along with a copy of the project endorsement letter from Representative T.J. Berry.
Due to no response from State Senator Brad Lager regarding the 2/20/13 letter requesting legislator support for the CDBG Grant, City Clerk Railey e-mailed the Senator via the Senate website on 4/7/2013. Rich Germinder with the Senator’s office responded that the letter had not been received, so a copy was e-mailed to him.
Potholes and other needed street repairs have been identified. Jay Vickery will be contacted about doing the repairs.
A bulletin board for City notices is being built and will be installed on I.O.O.F. property adjacent to the Post Office entrance.
The altitude regulator for the City water system popped due to a water surge from P.W.S.D. #4 and needed replacement. The part had to be ordered from New Hampshire at a cost of $2,600.00 and was installed on 4/6/13 by Rex Brinker.
Repairs to the City park shelter house were completed.
A decision on what to do with the propane in the City Hall tank was tabled for later discussion.
Councilman Shockley reported that a generator is needed to complete needed repairs to City floodgates.
Speed bumps will be placed as they are requested by citizens. Wilbur Webber requested one for the east end of Bluff Street.
A Laptop computer was purchased at a cost of $543.29 for use by the City Treasurer. The system replacement committee (Brandon Gray, Lisa Webber and Barry Moore) recommended billing software from Tyler Technologies with a list price of $2,597.00. Rocky Gross volunteered to negotiate on behalf of the City for a lower price. The Council approved.
Mayor Moore and new Council members were sworn in: Schelley Sue Smith for Ward One and Rockne (Rocky) K. Gross for Ward Three.
New Business
Councilman Gross suggested having a bulk trash pickup day with a Deffenbaugh truck running normal routes rather than using a dumpster. That would eliminate the need for security. Mayor Moore will check with Deffenbaugh.
Marcia Deal, Dennis Roberts, Joel Morgan, and Schelley Sue Smith volunteered for an event planning committee. They will research ideas and advise the Council of recommendations.
New Council member contact info will be posted at the School and Post Office as well as the on the City website (missouricitymo.gov). Mayor Barry Moore at 816-804-0766 is the primary contact for Water issues (emergency, new service, etc.), but any Council member or City official can take a call if necessary.
Per Missouri State Sunshine Statute 610.021, Councilman Shockley made a motion to adjourn the public meeting and hold a closed session to discuss city legal issues. The motion was seconded by Councilman Gross and passed 4-0.
A brief closed session was held. No business was decided and no votes were made. Session adjourned by motion made by Councilman Shockley and seconded by Councilman Gross. Motion passed 4-0.
The next monthly open City Council meeting is scheduled for 7:30 pm on Monday, May 13, 2013, at the MCCA Building.
