Minutes of 3/11/13 Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on March 11, 2013, at 7:30 pm. Attending: Council members Barry Moore (serving as Mayor Pro-tem), Joe Selle, Lloyd Shockley and Monte Railey (also serving as City Clerk until 4/2/13 election). City Treasurer Wyanda Talley, Water Bill Collector Brandon Gray and Treasurer trainee Lisa Webber also attended. Citizens Schelley Sue Smith, Marcia Anderson, Michael Stewart and Mickey Stewart were in the gallery.

Minutes of the 2/13 2013 meeting were read.

Councilman Railey made motion to pay bills. It was seconded by Councilman Selle and passed 4-0.

Old Business

The water leak on the City side of the Lett property has not been repaired. The Padgett Brothers expect to get to it within the week.

Mayor Pro-tem Moore has not received pricing of a dumpster for the proposed City clean up day. He will follow up for the next meeting.

City Attorney Steven Wolcott reviewed the AGC contract and made suggestions for a final draft. Mayor Moore will meet with AGC to discuss the proposed changes.

Per Councilman Shockley, the I.O.O. F. Lodge has approved the City placing a bulletin board for public notices on lodge property next to the Post Office entrance. The mayor will fabricate a weather-proof board for City use.

Mayor Moore will contact Ferrellgas regarding removal of the propane tank at City Hall and credit for gas in tank. The gauge reads 50%. Sue Selle with the Lions Club will call Orrick Gas for refill of propane tank at the MCCA Building. There are problems with the furnace at City Hall and City business is not conducted there when heat is needed.

Brandon Gray discussed results of his research for a new computer and program for Water bills. The Council decided the program used by North Kansas City is too complex, expensive, and requires too much training to be used by Missouri City. Brandon reported there are a number of Laptop computers in the $500.00 to $600.00 range that have the power and features to handle any new program. Brandon, Lisa Webber and Mayor Moore will continue the search for computer and program and report back to the Council in April.

The $100.00 yearly dues for the membership in the Missouri Rural Water Association are due. Due to budgetary concerns, the Council decided not to renew membership for 2013. The organization lobbies the State Legislature on behalf of rural water districts.

Streets needing repairs were discussed. Potholes on West St. Bernard Hill, Broadway and Main streets were identified. Mayor Moore will drive around to check for others needing attention.

The party responsible for damages made to the City Pump and platform on November 2, 2012, have not followed up as agreed. Councilman Selle will obtain the Police report needed for legal action.

New Business

Councilman Shockley will check condition of flood gates. He reported that a concrete pad is needed around the culvert at Doniphan and Water streets to better facilitate future sandbagging at that location.

The Council decided to buy only sand for spreading on streets for the remainder of this winter. We are near the end of the winter season and salt in the sand/salt mix evaporates over the summer. The City can add salt to the mix if necessary for the rest of this season.

Councilman Railey suggested forming a committee to discuss ideas for a City event this year. The council agreed. A public notice will be posted for interested parties to meet.

Councilman Shockley reported vandalism to the Shelter House in River Park. The park will be closed until further notice for repairs.

The stop sign at Stillhouse and Main was knocked down during recent snowy weather. It will be repaired.

A possible public hazard at the burned former Assembly of God building on Main Street was discussed. Mayor Moore will investigate.

Retiring City Treasurer Wyanda Talley was recognized for her service to the City. She was presented with gift cards, cake and punch.

Councilman Railey made a motion to adjourn. It was seconded by Councilman Shockley and passed 4-0.

Next meeting is scheduled for 7:30 pm on Monday, April 8th, 2013, at the MCCA Building.
