Minutes of September 14th, 2026 City Council Meeting
The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, September 14th, 2026, at 6:30 pm. Attending: Mayor Woody Owen, Clerk Julie Freeman, Council members Mickey Stewart (Ward One), Amy Jeffries (Ward Two), Jan Kohl (Ward Three), and Brian Adcock (Ward Four), plus several city residents. Mayor Owen called the meeting to order. Minutes from the August 10th, 2026 meeting was read and approved with no correction.
Financials through August were reviewed with the council.
Bills to be allowed
Council person Adcock made a motion to approve bill payments as presented. The motion was seconded by Council person Jeffries and passed by a 3-0 vote.
Old Business
Shelly Selle from the Missouri City Cemetery Association has requested the city council reassess their request to let the association conduct 2-3 meetings a year in the MCCA building free of charge. She reported they have had a financially difficult year with expensive tree removal. Council person Jeffries made a motion to approve the use of the MCCA building for 2-3 meetings a year free of charge. The motion was seconded by council person Adcock and passed with a 4-0 vote.

Property condition complaints: The city lawyer has approved the proposed abatement letter. A letter will be sent to the property owner and tenant on 712 Gano St.
City Garage Floor: Equipment in process of being moved.
The city bobcat repair: Work to begin with cooler weather.
Application to state of Missouri to receive online sales use tax collected: Measure will be placed on the November 3rd ballot. Additional information will be posted on the city website regarding the use tax.
Fire department garage sidewalk correction. Sidewalk and ditch repairs will be coordinated with the fire department’s repairs to the concrete inside the building. The city will seek bids for the work soon.
Ditch cleaning – Mayor Owen will contact the fire department to assist with culvert cleaning.
Water Tower cleaning will be scheduled by Ozark Applicators in the fall with 2 weeks notice. Sealing of concrete around the base is planned prior to cleaning.
Flood gate repair – Lloyd Shockley provided Mayor Owen with critical notes taken during the 1993 flood regarding sand bagging and flood gate operations. Mayor Owen will assess the current supply and condition of sandbags and sand on hand.
The search for a salt spreader replacement is ongoing. Danny Bush has provided information on new and used equipment. Mayor Owen will bring examples of pricing on new salt spreaders and installation costs to the next meeting for council to review.
Bonding for mayor and water collector. No update.
City’s tax-exempt status with the state – Treasurer Hufford has sent in the application to add Clerk Julie Freeman and Mayor Owen to have access to the state tax division for inquiry and has filed the application for tax-exempt status. No update from the state at this time.

No update on the remaining P&Z member selection.
Overdue Water Bill Collections – Treasurer Hufford has requested clarification on the late fee moratorium. Council person Jeffries made a motion to hold all late fees including compounded late fees for past due accounts during the payment plan period through November 30, 2026. The motion was seconded by council person Stewart and passed with a 4-0 vote.
There are phone lines along St. Bernard that require trimming. It is believed that Brightspeed is the current phone company responsible for the lines. Council person Kohl will contact Brightspeed to request the lines be cleared. Additionally, a streetlight at Water and St. Bernard is blocked by tree branches. Evergy will be contacted to trim the trees.
Mayor Owen reported Bank of Orrick CD rates at 4.08% for 9 months on the new water account CD. He will look into the cost in fees for moving current CD’s receiving lower rates to the CD’s receiving the 4.08% or better.
New Business
The 2026 tax levy hearing meeting has been set for Friday, September 25th at 7:30pm. Notice will be printed in the Excelsior Springs Standard by September 18th, 2026 and posted at the city post office, city posting sign and MCCA Building.
Clerk Freeman will contact AAA disposal to request bins for trash days in October 2026 and April 2027. A council person Kohl made a motion to request 3 bins instead of the 2 that was approved in the budget and was seconded by council person Jeffries. The motion passed with a 3-1 vote with council person Steward providing the no vote.
Miles Jackson brought up the multiple issues that he raised at the last meeting. The Mayor and council citing lack of time to revisit all the issues opted to not review them again at this time. Mr. Jackson provided a list of his issues to Mayor Owen for review.
