Minutes of August 10th, 2026 City Council Meeting
The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, August 10th, 2026, at 6:30 pm. Attending: Mayor Woody Owen, Clerk Julie Freeman, Council members Mickey Stewart (Ward One), Amy Jeffries (Ward Two), Jan Kohl (Ward Three), and Brian Adcock (Ward Four), plus several city residents. Mayor Owen called the meeting to order. Minutes from the July 13th, 2026 meetings were read with a correction that no tax levy hearing will be scheduled on Aug 10. This was decided due to the lack of tax information from the county. Minutes were approved with the above correction.
Financials for August were reviewed with the council.
Bills to be allowed
Council person Jeffries made a motion to approve bill payments as presented. The motion was seconded by Council person Stewart and passed by a 4-0 vote.
Old Business
Tandem Paving has fixed the asphalt area on Broadway and the eastern portion of St. Bernard Hill. Final payment to Tandem will be made in August.
Shed Floor: Concrete will consist of a 4” slab and square footage will be measured to determine cost of concrete.
The city bobcat repair: No update.
Application to state of Missouri to receive online sales use tax collected: Measure will be placed on the November 3rd ballot. Additional information will be posted on the city website regarding the use tax.
Fire department garage sidewalk correction. Sidewalk and ditch repairs will be coordinated with the fire department repairs to the concrete inside the building.
Ditch cleaning – Mayor Owen will contact the fire department to assist with culvert cleaning.
Water Tower cleaning will be scheduled by Ozark Applicators. Sealing of concrete around the base is planned prior to cleaning.
Flood gate repair – No update.
The search for a salt spreader replacement is ongoing.
Bonding for mayor and water collector. No update.
City’s tax-exempt status with the state – Treasurer Hufford has filled out an application to add Clerk Julie Freeman and Mayor Owen to have access to the state tax division for inquiry and has filed the application for tax-exempt status.
SAM.com access. No update.
No update on the remaining P&Z member selection.
Overdue Water Bill Collections – Late fees have been adjusted and agreement language has been sent to those with over due amounts on August 5th.
Treasurer Deanna Hufford has requested an updated Quickbooks version that would help with the budget calculations and tax withholdings for employees. Mayor Owen spoke with Treasurer Hufford and she reported that current version of Quickbooks can be used without support at this time.
Mayor Owen spoke with the Sheriff’s Deputy about the process for citizens to address weeds and nuisance complaints as the following:
- Resident will need to report concerns to the mayor.
- A written notice with the violation stated will be sent by mail, Sheriff’s Deputy delivery or posted on the premises addressed to the occupants and or owner of the property giving a 10 day notice.
- Property owner has the opportunity to correct the issue or appeal it to city council at which time a hearing will be scheduled.
- After 10 days have passed, the Sheriff’s Deputy will be contacted to present an abatement if the property is not in compliance.
- Maximum fine of $500 can be assessed for non-compliance. If the city has to clean it up weeds then, cost of clean up may be charged.
The cemetery association has requested to use the city meeting hall up to twice a year at no cost. After a council discussion about cost associated with use of the MCCA building and no council support stated for no charge, Mayor Owen suggested half price at $25 per meeting. Council person Jeffries made a motion to pass a reduction in price to $25 per meeting for the Missouri City Cemetery Association. The motion was seconded by Council person Stewart and passed by a 3-1 vote with council person Adcock providing the no vote.
Mayor Owen has renewed the CD at the Central Bank of the Midwest due on July 17th for 9-months at 3.25%. Mayor Owen reported Bank of Orrick CD rates at 4% for 9 months and asked for a motion to put $100K of the water fund account into the 9-month CD and leave approximately $60K in the checking account. Council person Adcock made a motion to move $100K from the water fund checking account into a 9-month CD at 4%. The motion was seconded by Council person Stewart and passed by a 4-0 vote.
New Business
Several citizens have expressed the need for Anthony Fera to be directed to clear ditches that have overgrowth instead of areas that have been cleared multiple times. Use of the city weed sprayer was suggested for additional weed control.
Miles Jackson stated multiple issues he wanted the city to address including, stated loss of paw paw trees on his property from the water line project, past state road projects on Main Street, condition of the fire department garage and the past purchase of the MCCA building. He presented the council with photos from different times the fire department garage was viewed and refused a request to have copies made of the photos. After wanting to take additional time to explore multiple other complaints, he was asked by Mayor Owen to present a written list of items that he would like the city to address for clarification.
Mayleen Callahan thanked the council for the program to reduce past due water bills and stated she felt she would be able to make payments to keep her water service on.
Charity Reyna thanked the council for the past due water account program and offered to plant flowers in the city park.
