Minutes of May 11th, 2026 City Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, May 11th, 2026, at 6:30 pm. Attending: Mayor Woody Owen, Clerk Julie Freeman, Council members Mickey Stewart (Ward One), Amy Jeffries (Ward Two), Jan Kohl (Ward Three), and Brian Adcock (Ward Four), plus several city residents. Mayor Owen called the meeting to order. Minutes from the April 13th, 2026, meeting was read and approved. Financials for April were reviewed with the council.

Council person Adcock made a motion to approve bill payment as presented.  The motion was seconded by Council person Stewart and passed by a 4-0 vote.

Old Business

Shed Floor: No update

Water system billing and management update: No update

The city bobcat repair:  This project is on hold.  City will look into the possibility of getting a mini excavator for additional projects in town.

Community Center Contract:  The rental contract is updated and ready for use.

Mayor Owen is working with Treasurer Hufford on the application to the state of Missouri to receive any collected sales and use tax. A vote will be needed at a future election to receive these tax revenues. Mayor Owen and Clerk Freeman will determine relevant deadlines for upcoming elections.

Mayor Owen contacted the city attorney to determine if the city can repair the sidewalk in front of the fire department.  The city can move forward with the sidewalk improvement provide notice is given to the Fire department. Mayor Owen will review options for sidewalk repair to ensure proper water flow.

Water Tower cleaning will be scheduled soon.  Sealing of concrete around the base is planned prior to cleaning.

Flood gate repair – No update.

The search for a salt spreader replacement is ongoing.

Mayor Owen is working to secure bonding for the mayor and water collector.

City’s tax-exempt status with the state – Mayor Owen is looking into the possibility of needing a Federal IRS nonprofit exemption prior to receiving the state equivalent.

The city clerk will apply for the SAM.com access.

Sheriff’s Deputies Contract – No update

New Business

Mayor Owen recommended Nick Rast to the Planning and Zoning Committee for a one-year term.  Council person Jeffries made a motion to appoint Nick Rast to the committee. The motion was seconded by Council person Stewart and passed by a 4-0 vote.

Wheel chair access on St Bernard was requested and has been completed.  

The new pavement on Broadway Street at the intersection of St. Bernard will need repair.  

There will be a FEMA compliance review of 711 Shannon St construction at the next meeting.

Community Calendar:

The next monthly Council meeting is scheduled for Monday, June 8th, 2026 at 6:30 pm in the MCCA Building.
