Minutes of March 9th, 2026 City Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, March 9th, 2026, at 6:30 pm. Attending: Mayor Woody Owen, Clerk Julie Freeman, Council members Mickey Stewart (Ward One), Amy Jeffries (Ward Two), Jan Kohl (Ward Three), and Brian Adcock (Ward Four), plus several city residents. Mayor Owen called the meeting to order. Minutes from the February 9th, 2026, meeting was read and approved with a correction to the meeting date. Financials for February were reviewed with the council.

Council person Adcock made a motion to approve bill payment as presented.  The motion was seconded by Council person Stewart and passed by a 4-0 vote.

Old Business

Ditch Clearing on Gano St: No update  

Shed Floor: Work on the city shed has begun. Any leftover cement will be used to build a sidewalk for the community building.

Water system billing and management update: Mayor Owen will meet with representatives of Decker Construction to help maintain our water testing and services for 2027 and beyond. Service costs and details are pending.

The water survey letter sent to residents was not received by the Missouri Department of Natural Resources by the  deadline.  New letters will be sent by July 1 that will cover last year and this year.

The city Bobcat Repair:  Additional repair options for the remaining motor are being reviewed.

New combination locks for the community center have been purchased and will be installed weather permitting.

Community Center Contract:  The rental contract will be updated for final review for the April meeting.

Mayor Owen is working with Treasurer Hufford on the application to the state of Missouri to receive any collected sales and use tax. A vote will be needed at a future election to receive these tax revenues.

Mayor Owen has been reviewing city records and will work with the city lawyer to determine if the city can repair the sidewalk in front of the fire department. 

Mayor Owen has reached out to Ozark Applicators, the last company that cleaned the water tower, for an estimate. He has reached out to Rex Brinker for recommendations for additional service providers.  No updates.

Flood gate repair is still underway.  

The 2026 budget was reviewed by the council. Council person Jeffries made a motion to approve the 2026 budget as presented.  The motion was seconded by Council person Adcock and passed by a 4-0 vote.

The current salt spreader is experiencing difficulties functioning properly.  Danny Bush and Mayor Owen will look at options for replacement while they will hope to keep the current one going through the remainder of the winter.

Mayor Owen is working to secure bonding for the mayor and water collector.

Mayor Owen has sent an application to renew the city’s tax-exempt status with the state.

New Business

The contracted hours approved for the Sheriffs Deputy was reviewed and there were discussions to reduce from 24 hours a month to 12 hours a month or 144 hours a year.  Final vote will occur at contract renewal.

The charges for the 2 city trash days were reviewed.  Council person Adcock made a motion to reduce the number of bins from 3 to 2.  The motion was seconded by council person Stewart and passed by a 4-0 vote.

The planning and zoning commission has obtained a map from the county.

Miles Jackson has requested boulders that had been moved onto a driveway during the water line improvements be moved back.  Additionally, he is requesting boundary line markers to be replaced.

Community Calendar:

The next monthly Council meeting is scheduled for Monday, April 13th, 2026 at 6:30 pm in the MCCA Building.
