Minutes of public hearings Wednesday November 19th, 2025 for proposed Floodplain Management Ordinance 157 and Variance Request for a detached garage at 711 Shannon St.
The City of Missouri City, Missouri Council held a public hearing on Wednesday November 19th, 2025 at 6:30 PM at the MCCA Building. Attending: Mayor Woody Owen, Clerk Julie Freeman, Council members Mickey Stewart (Ward One), Amy Jeffries (Ward Two), Jan Kohl (Ward Three), Brian Adcock (Ward Four), many city residents and Mr. Gary McGee. Mayor Owen called the hearing to order. He explained that the reason for the new ordinance was to update the 10 year old Floodplain Ordinance as recommended by the state agency SEMA and that it provided additional variance abilities that were needed for the second hearing to hear a variance request made by Mr. McGee for a proposed detached garage at 711 Shannon St. The proposed Floodplain Management Ordinance Pursuant to 44 CFR § 60.3(d) No. 157 was read in full twice, discussed by the council and opened to public comment. Concerns were raised concerning the new ordinance as to the need for updating the existing Floodplain Ordinance 142, the potential for increased authority of the mayor to impose fines for non-compliance, the need to add additional variance capabilities for new construction and substantial improvements and lack of ability for the public to compare the differences as reported by the mayor between the two ordinances. A request was made to have Mayor Owen present a copy of Ordinance 142 to verify the differences. Mayor Owen offered to pause the hearing an bring back a copy of Ordinance 142. Mayor Owen left the hearing and on his return there was a brief review of Ordinance 142 with a few residents. Mayor Owen asked for a motion to vote on Ordinance 157. A motion was made by Ward 3 council person Kohl to vote on the Ordinance 157. There was no second to that motion. Mayor Owen informed the council and everyone present that the second hearing could not be started without the Ordinance 157. Mr. McGee raised an objection of not being able to bring his variance request and would consider legal action against the city. A resident suggested that copies should be provided to the public for review before considering the new ordinance. Mayor Owen offered to place copies of both Ordinances 142 and 157 at the post office and provide additional copies if requested by email. Mayor Owen asked for a motion in favor of postponing the hearings to Monday November 24th 2025 at 6:30 pm. A motion was made by Council person Adcock in favor of postponing the hearings. A second to that motion was made by Council person Stewart. The Motion passed by 4 in favor-0 opposed vote in favor of postponing the hearings to Monday November 24th 2025 at 6:30 pm.
Mayor Owen adjourned the hearings until Monday November 24th, 2025 at 6:30 PM.
