                 Minutes of November 10th, 2025 City Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, November 10th, 2025, at 6:30 pm. Attending: Mayor Woody Owen, Clerk Julie Freeman, Council members Mickey Stewart (Ward One), Amy Jeffries (Ward Two), Jan Kohl (Ward Three), plus several city residents. Brian Adcock from Ward Four has respectfully resigned and was not in attendance. Mayor Owen called the meeting to order. Minutes from the October 13th, 2025, meeting was read and approved.

Council person Kohl made a motion to approve bill payment as presented.  The motion was seconded by Council person Jeffries and passed by a 3-0 vote.

Old Business

City e-mail and website: Mayor Owen is considering keeping Host Gator instead of moving to Name Cheap due to the considerable issues encountered in the process.  

Tree Trimming along Public Roads: Need St. Bernard Hill and south end of Broadway. John Tennant plans to organize volunteers to cut overhanging branches.  

City Resident Letter: Letter to residents that have not completed the water survey will be sent out again. The state requires 100% reporting of service lines to water service customers. 

City Water Dept Website: Addresses have been corrected except for 5 which are to be corrected. Please continue to pay your bills through the mail as Stripe is still not yet ready to receive payment.  The PO box listed on the water bills have been corrected to PO Box 32.

Road Repairs: Road resurfacing is delayed and is now slated to be done November 24th and 25th.  Additional communication to affected residence will be send out.

Additional pot hole repair: Potholes were filled on streets with cold patch by Ron Marrant, Bobby Jeffries and Danny Bush. Thank you to Mickey Stewart for picking up the load and delivering to the city park. Ron Marrant used remainder of cold patch to fill potholes at Missouri City School parking lot,  Ron Marrant also cut open the bent culvert pipe at Broadway on the east side and cleared downstream ditch. Thank you to Ron Marrant for starting the project and Bobby Jeffries, Danny Bush and Mickey Stewart for joining the project.

Ditch Clearing on Gano St.: Old pipe is exposed and will need heavy equipment to remove it.  Mayor Owen will contact the fire department to wash out the current pipe to help with removal.

Shed Floor: Work to move items in the shed so that concrete can be laid will begin after road repairs and other work around the town are complete. 

Water Rate increase: Additional research is needed to determine if any cost increase will need to be passed onto the water service customers. 

The city Bobcat Repair:  Steve Thompson has completed the motor work and is currently working on the safety bar and painting.

New locks for the community center will be installed soon.

Community Center Rental:  Mayor Owen is working to ensure the insurance policy is up to date.  Clerk Freeman will work on getting a rental agreement that the city can use going forward along with obtaining cost of maintaining the building so that council members can determine an appropriate rental fee.

Mayor Owen is working with Treasurer Hufford on the application to the state of Missouri to receive any collected sales and use tax.

Tree removal at the church is completed. Repairs to the church will commence as soon as possible.

Mayor Owen will work with our lawyer to determine if the city can repair the sidewalk in front of the fire department.  The building maintenance is the responsibility of the Fishing River Fire Dept, but the side walk is part of the easement.  

Mayor Owen will work to contact the last company that cleaned the water tower for an estimate.

Salt and sand have been purchased and is ready for the winter.

New Business 

Brian Adcock has resigned from the ward 4 council position and Mayor Owen will work on finding a temporary replacement.

Clerk Julie Freeman presented the 2024 and 2025 Profit and Loss statements to the council along with a preliminary 2026 budget that will be voted on at the December meeting.

Community Calendar:

Scheduled hearing for floodplain ordinance on November 19th @ 6:30pm.

Hearing for floodplain variance for project at 711 Shannon St for November 19th @ 7:00pm.

Planning and Zoning Commission:  The planning and Zoning Commission will meet Dec 2nd

The next monthly Council meeting is scheduled for Monday, December 8th, 2025 at 6:30 pm in the MCCA Building.
