                 Minutes of October 13th, 2025 City Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on Monday, October 13th, 2025, at 6:30 pm. Attending: Mayor Woody Owen, Clerk Julie Freeman, Council members Mickey Stewart (Ward One), Amy Jeffries (Ward Two), Jan Kohl (Ward Three), Brian Adcock (Ward Four) plus several city residents. Mayor Owen called the meeting to order. Minutes from the September 8th, 2025, meeting was read and approved.

Bills to be allowed

Council person Kohl made a motion to approve bill payment as presented.  The motion was seconded by Councilperson Stewart and passed by a 4-0 vote.

Old Business

The new credit cards have been received and distributed.

City e-mail and website: Mayor Owen was unable to find the original city Credentials from Name Cheap from 2012 and will use his own to get the switch over completed.  

Tree Trimming along Public Roads: Additional tree trimming will be needed on St Bernard east and west of Stillhouse and Broadway prior to roadwork in November. Volunteers will be needed again soon.

City Resident Letter: Letter to residents that have not completed the water survey will be sent out again. The state requires 100% participation from all water service customers.

City Water Dept Website: The new Missouri Rural Water Association’s “SUBS” software is up and running. Note to citizens: do not yet attempt to pay your bill online as Stripe is not yet set up to receive payment.  This function is expected to be ready soon.  

Road Repairs: Road repairs are slated to be done November 17th and 18th.  Additional communication to affected residence will be send out.

Additional pot hole repair: 10 tons of cold patch is ready to be picked up and pot hole repair work will begin soon.

Ditch Clearing: old pipe has been cleared from the walk way and the new pipe will be installed.

Shed Floor: work will begin once the summer heat goes down. 

Water Rate increase: Additional research is needed to determine if any cost increase will need to be passed onto the water service customers. 

The city Bobcat Repair:  Steve Thompson is currently working on the needed repairs.

Planning and Zoning Commission:  The planning and Zoning Commission will meet Dec 2nd.

New locks for the community center will be installed once water district 7, as a monthly renter of the building, has been contacted.

Amy Jeffries has cleaned the community center in October.  Thank you, Amy!

Mayor Owen is working with Treasurer Hufford on the application to the state of Missouri to receive any collected sales tax for online sales.

New Business. 

Tree trimming for church.  3 bids from Anderson’s tree and outdoor LLC were received.  1st option was to just trim immediate limbs from 3 trees over church leaving a 10 ft clearance for $750.  Second option was to cut back trees to fence line for the 3 offending trees for $1000. Third option was to remove the 3 trees completely for $1500. Additionally, they would make available a bucket assist for $250 for 2 hours to help repair hold in church made by the raccoons.  Motion to accept the $1500 bid to cut the 3 trees down was made by council person Kohl and seconded by council person Stewart.  Motion passed with a 4-0 vote.

A residential rebuilding project is underway on Shannon St.  A building permit will be issued once the FEMA application is completed and approved.

City dumpster days are October 18th and 19th.

The next monthly Council meeting is scheduled for Monday, November 10th, 2025 at 6:30 pm in the MCCA Building.
